About this file

This document is a justification for other than full and open competition regarding the acquisition of five Toyota vehicles for the Special Program for Embassy Augmentation and Response (SPEAR) Team at the US Embassy in Dakar, Senegal. The vehicles required include two Toyota Landcruiser 4-door pickup trucks, two Toyota Landcruiser hard top trucks, and one Toyota Landcruiser 300 SUV. A brand name acquisition is being conducted under the authority of 41 USC 3304 as implemented through FAR 13.501(a) as these vehicles correspond to those currently used by SPEAR team members for training, deployment exercises, and immediate response. While a notice was not and will not be posted on SAM, the exception at DOSAR 652.202-70 applies. The contracting officer has determined the anticipated cost to be fair and reasonable based on the IGCE and market research conducted. Offers will be solicited from all vendors that can meet the brand name requirement.
