About this file

This is Attachment D to a Request for Quotations (RFQ) for Eaton UPS Maintenance and Support Services, establishing solicitation provisions, evaluation factors, and contract clauses for a Firm-Fixed-Price Purchase Order. The solicitation is limited to Indian Small Business Economic Enterprises (ISBEEs) under the Buy Indian Act and requires offerors to submit technical quotations demonstrating Eaton manufacturer certification or authorization to service Eaton 93PM UPS systems, provide qualified technicians on-site within four hours of notification, and document relevant experience with preventive maintenance and repair services for mission-critical UPS equipment. Quoters must also complete the Indian Economic Enterprise Representation Form per HHSAR 352.226-7, provide two to three recent similar contracts performed within the past five years with customer references, and submit firm-fixed pricing for a base period and option periods that includes all labor, supervision, travel, tools, materials, replacement parts, equipment, overhead, and profit.

Evaluation will be performed on two factors: Technical Acceptability (Pass/Fail), which requires demonstration of ISBEE eligibility, Eaton-certified technician availability, four-hour emergency response capability, relevant UPS maintenance experience, and submission of all required documents; and Price, evaluated for fairness and reasonableness. The Government intends to award a single contract to the responsible ISBEE quoter with the lowest evaluated price among technically acceptable quotations, with award possible without discussions. The solicitation incorporates current FAR, HHSAR, and HHS Class Deviation clauses effective on the date of issuance, including provisions for Indian preference, electronic payment submissions via the Treasury Invoice Processing Platform, safety and health requirements, employment eligibility verification, and various other commercial contract compliance clauses. Quotations must be submitted electronically by the deadline specified in Block 8 of the SF-1449, and late quotations will not be considered.
