1 Scope This document defines instrument resource allocations for the Geostationary Extended Observations (GeoXO) satellite. The resources covered by this document are: mass, power, data rate, image navigation and registration (INR), attitude, orbit, and disturbances.
1.1 Overview
This document, the Payload Resource Allocation Document (PRAD), provides bookkeeping for margin management of spacecraft resources required for GeoXO. The assumed GeoXO constellation as of the writing of this document, known as “Configuration 60,” comprises three National Oceanic and Atmospheric Administration (NOAA) satellites. The GeoXO satellites will be stationed at East, West, and Central locations, where the position designations are relative to the conterminous United States (CONUS). Both the East/West satellites include instruments for visible/infrared imaging, lightning mapping, and ocean color; these satellites are designated “GeoI.” The GeoXO Central Satellite includes instruments for infrared sounding, atmospheric composition, and potentially an instrument from a partner organization; these satellites are designated “GeoS.”
For most requirements covered by this document, the government levies different specification levels on the spacecraft and instruments, with the difference between the two values being held in reserve by the government. The PRAD shows spacecraft, instrument, and government reserve allocations for all such requirements. The reserve amounts documented herein are expressed in engineering units and as a percentage increase from the lower value, except for image navigation and registration (INR), where reserve is a percentage deducted from top-level Government Program Requirements. The government may release a portion of reserve to either or both parties affected by a particular requirement if it appears that existing allocations are not practically feasible.
The government captures instrument allocations from the PRAD in the Performance and Operational Requirements Documents (PORD), General Interface Requirements Document (GIRD) and/or Unique Instrument Interface Documents (UIIDs). Instrument allocations are expressed herein as “will” statements, with the corresponding “shall” statements appearing in other documents. Spacecraft allocation requirements appear in the PRAD, the Spacecraft Functional and Performance Specification (SCFPS), and the
GIRD.
The instruments must meet their performance requirements, given the spacecraft interface characteristics specified in the GIRD and UIIDs. Instruments must meet the instrument exported disturbance requirements specified in the GIRD and UIIDs. The satellite must meet its instrument interface requirements with all instruments operating at UIID instrument exported disturbance levels.

For each instrument, the translational accelerations induced by the instrument at each mount will not exceed the limits specified in the corresponding “UIID Instrument Exported” allocation in Table PRAD109. (Corresponding instrument “shall” statements are in their UIIDs.) The accelerations are those induced by operation of the sensor unit while mounted to a flexible interface. The limits apply to each orthogonal axis after the acceleration is filtered using an eighth-order band pass Butterworth filter with -3dB frequencies at f1 and f2. Note that the filter has a fourth-order roll-off on both sides of the response.
The GeoI Satellites shall limit linear accelerations at each instrument mount such that they are in accordance with the SCFPS column in Table PRAD109, when all instruments are in compliance with all exported disturbance requirements.
