About this file

This is an instructional guide document provided by the Commonwealth of Kentucky outlining the procedures for submitting online bids and proposals through the Kentucky Vendor Self Service (VSS) platform. The document serves as a procedural reference for vendors participating in state procurement opportunities managed through the VSS system. The guide covers the complete submission process, including account creation and login procedures, solicitation searches using document IDs or keyword descriptions, and the multi-step response completion process differentiated by solicitation type. For Requests for Bids (RFBs) and Requests for Quotes (RFQs), vendors must complete line-item responses with unit pricing and delivery days, while Requests for Proposals (RFPs) require separate cost, technical, and proprietary document submissions. The system includes a 30-minute inactivity timeout feature, requiring vendors to save changes frequently throughout the submission process to avoid data loss.

The document establishes technical specifications for file submissions, including a maximum attachment size of 65,000 kilobytes, and provides browser-specific instructions for both Internet Explorer and Google Chrome platforms. Vendors may submit responses with conditions, enter no-bid responses for specific line items, or attach supporting documentation such as annual affidavits, bid sheets, and product catalogs. The submission workflow includes a submission checklist verification step, a discounts and comments section for overall bid modifications, and a final review and submission step. The guide also details the withdrawal process for responses, which is only available when the solicitation status remains open, requiring vendors to locate their response on the Solicitation Responses tab and confirm withdrawal through a system verification prompt.
