About this file

This is an attachment document providing geospatial data requirements and compliance standards for federal recipients of Department of the Interior financial assistance. Recipients must conduct due diligence searches on GeoPlatform.gov to determine if required geospatial data already exists before producing new data. If existing data is unavailable, new geospatial data must be produced in accordance with Federal Geospatial Data Committee (FGDC) guidance and standards available at www.fgdc.gov. All GIS data files must be submitted in open formats with complete feature-level metadata compliant with approved open data standards. The document references 2 CFR 1402.315 regarding data availability, which grants the Department of the Interior rights to obtain, reproduce, publish, and authorize others to use all data, methodology, analyses, and scientific assessments produced under the financial assistance agreement for federal purposes and third-party evaluation.

This geospatial data attachment applies to the Cooperative Agreement for Affiliated Partner with the Southern Appalachian Cooperative Ecosystem Studies Unit (CESU), which focuses on invasive climbing vine management and monitoring across the southeastern United States and U.S. Caribbean. The cooperative agreement, administered by the U.S. Geological Survey under CFDA 15.808 (U.S. Geological Survey Research and Data Collection), supports research building a regional database on invasive vine species status, traits, distribution locations, and predictive spread maps to assist managers in identifying high-risk areas. Eligible recipients must be participating partners of the Southern Appalachian CESU. Recent CESU cooperative agreements under this program range from $30,000 to $2.73 million for multi-year projects, with typical application timelines of 30 to 45 days and award processing periods of 3 to 6 months.

Geospatial Requirements:

The Geospatial Data Act of 2018 outlines specific requirements for federal recipients when collecting or producing geospatial data using Department of the Interior financial assistance funds. Here’s a summary of the key points:

· Due Diligence Search: Federal recipients must first check the GeoPlatform.gov list of datasets to see if the needed geospatial data, products, or services already exist.

· Use of Existing Data: If the required data is already available, recipients must use it rather than producing new data.

· Production of New Data: If the needed data is not available, recipients must produce new geospatial data, products, or services in accordance with guidance and standards established by the Federal Geospatial Data Committee (FGDC), which can be found at www.fgdc.gov.

· Submission Requirements: Recipients must submit a digital copy of all GIS data produced or collected under the award to the relevant bureau or office.

· Data Format: All GIS data files must be in an open format.

· Metadata Requirements: All delineated GIS data (such as points, lines, or polygons) should be compliant with approved open data standards and include complete feature-level metadata.

These requirements ensure that geospatial data is managed efficiently, used appropriately, and made accessible in a standardized format for future use and sharing. open data standards with complete feature level metadata.
