About this file

Attachment D is a detailed document outlining Geospatial Data Requirements under the Geospatial Data Act of 2018 for federal grant recipients using Department of the Interior funds. The document mandates that recipients first search GeoPlatform.gov to determine if needed geospatial data already exists, and if available, must use existing datasets instead of creating new ones. When new data must be produced, it must conform to Federal Geospatial Data Committee (FGDC) standards, be submitted in digital format, use open data formats, and include complete feature-level metadata.

The associated federal grant opportunity is a Cooperative Agreement from the U.S. Geological Survey (USGS) focused on conducting riparian plant physiological experiments in the Colorado River ecosystem. The research aims to evaluate how plant interactions are mediated by dam operations, using a combination of existing monitoring data and new experimental research. The grant falls under CFDA 15.808 (USGS Research and Data Collection program), which supports scientific research across geological, water, mineral, and biological resource domains. The project will specifically investigate how daily hydropower-related flow fluctuations impact riparian plant communities and species interactions.

Geospatial Requirements:

The Geospatial Data Act of 2018 outlines specific requirements for federal recipients when collecting or producing geospatial data using Department of the Interior financial assistance funds. Here’s a summary of the key points:

· Due Diligence Search: Federal recipients must first check the GeoPlatform.gov list of datasets to see if the needed geospatial data, products, or services already exist.

· Use of Existing Data: If the required data is already available, recipients must use it rather than producing new data.

· Production of New Data: If the needed data is not available, recipients must produce new geospatial data, products, or services in accordance with guidance and standards established by the Federal Geospatial Data Committee (FGDC), which can be found at www.fgdc.gov.

· Submission Requirements: Recipients must submit a digital copy of all GIS data produced or collected under the award to the relevant bureau or office.

· Data Format: All GIS data files must be in an open format.

· Metadata Requirements: All delineated GIS data (such as points, lines, or polygons) should be compliant with approved open data standards and include complete feature-level metadata.

These requirements ensure that geospatial data is managed efficiently, used appropriately, and made accessible in a standardized format for future use and sharing. open data standards with complete feature level metadata.

2 CFR 1402.315 Availability of Data

(a) All data, methodology, factual inputs, models, analyses, technical information, reports, conclusions, valuation products or other scientific assessments in any medium or form, including textual, numerical, graphic, cartographic, narrative, or audiovisual, resulting from a financial assistance agreement is available for use by the Department of the Interior, including being available in a manner that is sufficient for independent verification.

(b) The Federal Government has the right to:

(1) Obtain, reproduce, publish, or otherwise use the data, methodology, factual inputs, models, analyses, technical information, reports, conclusions, or other scientific assessments, produced under a federal award; and

(2) Authorize others to receive, reproduce, publish, or otherwise use such data, methodology, factual inputs, models, analyses, technical information, reports, conclusions, or other scientific assessments, for federal purposes, including to allow for meaningful third-party evaluation.
