Attachment D-Evaluation Factors for Award

Evaluation Procedures

FAR 52.212-2, Evaluation – Commercial Products and Commercial Services (NOV 2021)

The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

The Government intends to determine the best value outcome by utilizing the Lowest Price Technically Acceptable (LPTA) source selection process. LPTA is when best value is expected to result from selection of a technically acceptable proposal with the lowest evaluated price. The following factors shall be used to evaluate offers:

Volume I/Factor 1, Technical (non-price):

Offerors will be evaluated on the Offeror’s ability to fulfil the requirement based on:

• The Offeror demonstrated understanding of an ability to oversee and carry out, the scope, tasks, and requirements of the Statement of Work (SOW).

Volume 2/Factor 2 Price:

The Government will evaluate price to determine fair and reasonableness. The Government will use any combination of the price analysis techniques stipulated under FAR Subpart 13.106-3.

Basis for Award:

Award will be made on the basis of the lowest evaluated price of quotes meeting or exceeding the acceptability standards for the non-cost factors. An offer is technically acceptable if it is fully compliant with all of the requirements of terms and conditions herein.

A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
