About this file

This is an Evaluation Criteria and Basis for Award document for a VA respirator fit testing and training services solicitation. The evaluation will be conducted under FAR Part 12 and 13 procedures as a small business set-aside, with award based on price and non-price factors using comparative evaluation.

The evaluation factors are Technical, Price, and Past Performance, with submissions required in three volumes. Volume 1 (Pricing) must include total contract value for base and option years, cost per test/training per employee, and location-specific price factors. Volume 2 (Technical) requires demonstration of capabilities for fit testing, training, and hazard assessments, along with evidence of qualified staff and testing protocols. Volume 3 (Past Performance) requires three relevant references from the past five years showing similar scope and complexity, with evaluation based on timeliness, quality, and customer satisfaction. The VA will evaluate all options for award purposes, though this does not obligate them to exercise the options.
