About this file
This is a deferred compensation consulting questionnaire attachment for an Employee Benefits Consulting Services re-bid by the City of Florida. The RFP seeks to replace the current agreement with Gallagher Benefit Services, which expires on January 31, 2027, with no remaining renewal options available. The City requires comprehensive consulting services covering investment policy processes, manager research and selection, portfolio evaluation, account reviews, fiduciary training, and performance reporting. Respondents must address their firm's capabilities across fourteen detailed areas including service offerings, compensation structures, reporting frequency, performance benchmarking methodology, and customization options for investment performance reports. The contract will include options for renewal following the initial term.
All proposals must provide complete responses to the questionnaire in numbered order, with answers demonstrating sufficient capability and expertise for the City's evaluation. Vendors must clarify any compensation arrangements, including commissions, fees, revenue sharing, or soft dollar compensation. The City currently receives quarterly monitoring reports and expects continued or alternative reporting frequencies. Respondents should include sample quarterly reports, detail their portfolio evaluation frequency, and demonstrate their willingness to conduct regular account reviews and meet with management. The questionnaire emphasizes the importance of customizable reporting, performance benchmarking construction methodology, investment style benchmarks, and the level of input the City would have in designing performance reports to align with its monitoring and oversight requirements.
