About this file

This file is an Employee Benefits Consulting Questionnaire issued by the City of Tampa, Florida as part of a competitive request for proposal process to replace the incumbent benefits consultant, Gallagher Benefit Services, whose current agreement expires on January 31, 2027. The City is seeking a comprehensive benefits consulting firm to provide financial advisement and operational guidance across multiple service areas including employee health plan management, pharmacy program design, wellness and disease management program development, claims auditing, and oversight of three operational employee wellness centers. The RFP requires prospective vendors to demonstrate expertise across 18 key competency areas, including experience with self-funded medical and pharmacy plans serving organizations of similar size to Tampa, public sector HR consulting capabilities, health plan RFP facilitation services, retiree health plan and OPEB liability assessment, consumer-driven health plan education and implementation, and benchmarking services. Interested vendors must provide detailed responses to all 18 questions with supporting documentation and examples of comparable client work.

The questionnaire requires vendors to identify key team members who will be assigned to the City account, disclose their qualifications and relevant accomplishments, and provide references from at least three self-funded clients currently receiving financial analysis services. Vendors offering electronic RFP processes must provide samples of recent RFPs, scoring documents, and recommendation materials, along with detailed descriptions of their technology platforms and processes for ensuring accuracy and public records compliance. The City expects responses to demonstrate specific value-add solutions and measurable results from prior client engagements, including claims audit findings, cost reduction strategies, pharmacy spend management improvements, and wellness program participation and outcome metrics. Additionally, vendors must disclose all financial arrangements and vendor relationships to ensure transparency and address potential conflicts of interest, and confirm the willingness of assigned clinical staff, including licensed pharmacists, to participate in ongoing quarterly meetings and program reviews with City staff.
