About this file
This file is a Deferred Compensation Consulting Questionnaire issued by the City of Florida as part of an RFP process for Employee Benefits Consulting Services. The questionnaire comprises fourteen detailed evaluation criteria designed to assess the qualifications and capabilities of potential consulting firms to replace the current service provider, Gallagher Benefit Services, whose agreement terminates on January 31, 2027, with no remaining renewal options. Prospective bidders are required to provide complete responses to all numbered questions in their RFP proposals, with answers presented in matching numerical order and clear references to supporting exhibits or addenda when applicable.
The questionnaire evaluates critical service components including investment policy processes, manager research capabilities, reporting frequency and customization options, portfolio evaluation procedures, and fiduciary training offerings. Additional assessment areas include commission and fee structures, performance benchmarking methodologies, investment style analysis, account review frequency, and the bidder's competitive differentiators. Respondents must demonstrate their ability to provide quarterly monitoring reports with samples included in their submissions, explain their approach to performance measurement and benchmark selection, and specify the level of client input available in report development and content formatting.
