About this file

This is an Employee Benefits Consulting Questionnaire issued by the City of Tampa, Florida, as part of an RFP to secure employee benefits consulting and financial advisement services. The current agreement with Gallagher Benefit Services ends on January 31, 2027, with no remaining renewal options, necessitating an RFP for another contract period with renewal options. The RFP requires responding firms to demonstrate comprehensive expertise across multiple service areas including benefits program improvement for similarly-sized organizations, public sector HR/Management consulting, self-funded medical and pharmacy plan analysis, health plan RFP services, retiree health plan management, claims audits, consumer-driven health plan support, wellness and disease management program consulting, prescription drug program design, and operational support for three employee wellness centers offering preventive and acute care services.

The questionnaire mandates that all 18 questions must be answered with complete and detailed responses that allow the City to evaluate vendor capability and expertise. Responses must include specific examples of client improvements and cost reductions, identification of key consulting team members with qualifications and accomplishments, detailed descriptions of financial analysis services provided to self-funded clients with at least three named references, samples of recent RFPs and scoring documents, information on specialized technical experts and their arrangements, estimated turnaround times for analysis and reporting, and disclosure of any financial arrangements with vendors. The questionnaire emphasizes benchmarking capabilities, performance guarantees, clinical expertise including licensed pharmacists and clinical team members available for quarterly conferences, and the firm's demonstrated ability to deliver professional consultative services specific to municipal government operations and workforce characteristics.
