About this file

This is a vehicle specification attachment for a competitive bid solicitation issued by the County of Orange, California, through OC Public Works for OC Waste & Recycling. The County is requesting bids for one new or unused 2024 Ford Bronco Outer Banks, featuring a 2.3L EcoBoost gasoline engine, 4WD drivetrain, 10-speed automatic transmission, and Oxford White exterior paint. The vehicle shall be delivered to County of Orange OC Fleet Services at 1102 E. Fruit Street, Santa Ana, California, with vendors required to provide five working days' notice prior to delivery. Deliveries are not accepted on Mondays or Fridays. The specifications require that all vehicles be completely factory-assembled with no dealer-level modifications permitted, and vendors must submit detailed documentation of any heavy-duty components used and justification for any deviations from the specifications. Prior to award, the County reserves the right to request a demonstration vehicle for testing and evaluation, with the manufacturer assuming all responsibility for any damage incurred during this process.

The bid submission must include pricing for the base model vehicle, extended pricing for three optional items (including a vehicle color wrap in Orange), applicable sales tax at 9.25%, and freight/delivery charges. The County requires that vendors confirm the factory order number, factory assembly date, and estimated delivery date upon order placement. All vehicles must include manufacturer's standard warranty coverage, complete new vehicle "make ready" servicing, and a pre-delivery inspection checklist signed by service technicians. The selling dealer must be qualified to provide warranty repairs and replacement parts and must provide locations of available replacement parts and normal delivery times. The County reserves the right to conduct a 30-day post-receipt inspection and may require the vendor to transport the vehicle to a licensed repair facility at vendor expense if any specification discrepancies are discovered. Pricing submitted in the bid shall be final with no additional charges or cost modifications permitted after award.

Instructions

BID: 299-TBD-AA

Specifications for: Vehicles

These specifications are provided in accordance with the policies of the County of Orange, to obtain equipment suitable for the service demands of OC Waste & Recycling.

All installations shall be made in a neat and professional manner. All equipment furnished shall be of standard manufacture. All work and material furnished shall be subject to inspection and approval of OC Waste & Recycling/Operations Superintendent.

The manufacturer furnishing this equipment shall be experienced in the design and construction of such equipment and shall furnish evidence of having supplied similar equipment which has been in successful operation for a period of not less than one year.

This equipment and all its components shall be of the latest model and shall not have been used in demonstration or other service.

Where specifications for specific items are not included, manufacturer’s standard specifications are satisfactory or they are not applicable to this equipment.

All equipment and accessories shall be installed and comply with the requirements of applicable California Vehicle Codes and Federal Safety Regulations currently in force.

Quality, construction details, materials, performance characteristics and price quotations will be analyzed by competent County authorities and the equipment which, in their opinion, best serves the interest of the County will be purchased.

The County specifically reserves the right to reject any or all quotations. The County shall not be required to make a statement of reason for rejection.

It is desired that the manufacturer, in the selection of components to build these automobiles, will use materials and design practices that are the best available in the industry for the type of operating conditions to which the vehicles will be subjected. Engine, transmission, drive line differential, brake, suspension, wheel, tire and other component parts of the vehicles shall be so designed or selected to give maximum performance, service life and safety, and not merely meet the minimum requirements of this specification.

The term HEAVY-DUTY as applied shall exceed the usual quality or capacity supplied with standard production vehicles and shall be able to withstand unusual strain, exposure, temperature, wear, and use. If the manufacturer certifies that the components marked “HEAVY-DUTY” in the specifications are heavy-duty, this will be acceptable to the County. If any problems are encountered in the operation of the vehicle due to the heavy-duty components not satisfactorily performing, these problems are to be corrected and parts replaced at the manufacturer’s expense.

Also a detailed list of all “HEAVY-DUTY” items in this specification shall be provided, setting forth a description of the part of assembly used together with an explanation of why and how it is believed it meets the “HEAVY-DUTY” requirements of this specification. Along with each “HEAVY-DUTY” item listed shall be a description of the standard part normally used in the standard production model produced for public sale. Both lists shall include part number.

It is mandatory that the vehicles be completely assembled by manufacturer using factory engineered component, parts, and accessories. Modification or alteration of vehicles at the dealer level will NOT be acceptable.

Manufacturer shall submit with this quotation a detailed list of parts and assemblies used in the vehicles which differ from standard production models produced for public sale.

Prior to the award of a purchase order by the County, the manufacturer may be required to submit for test and evaluating a “demonstration” vehicle equal in all respects to the unit proposed to be furnished. Arrangements will be made by OC Waste & Recycling/Purchasing. The manufacturer submitting equipment for test and evaluation shall assume the entire responsibility for any/all damage that might occur to the vehicle and shall hold the County harmless for vehicle damages of any nature.

Deviations from these specifications which exceed specified dimensions, capacity, quality or performance, may be considered unless specific or maximum requirements are set, provided that the manufacturer submits full description and explanation of and justification for proposed deviation based on acceptable engineering practices.

No quotations will be considered which in any manner decrease the quality, or work performance of the equipment described in these specifications.

Instructions:

State in each of the blank spaces in the right column the information as to unit or equipment offered corresponding to the specification set forth in the left column.

No exceptions to or deviations from this specification will be considered unless each exception or deviation is specifically stated by the bidder as an exception with a detail statement completely defining the exception(s) attached to this bid. Vendor must also state any additional costs associated with the exception.

FAILURE TO COMPLETE ALL BLANK SPACES MAY INVALIDATE BID
