PERFORMANCE WORK STATEMENT FOR TASK ORDER 1
UC Hydrologic Database Task Order – Time and Materials Order
12/16/2020
1.0 INTRODUCTION
The Bureau of Reclamation (Reclamation) has been developing and utilizing the Hydrologic Database (HDB) for over twenty years. The database is highly structured and supports an assortment of external applications for modeling hydrologic and hydraulic reservoir operations, acquiring and storing hydrologic field data as well as computational created data.
The database continues to grow dynamically each year. Reclamation’s water management expertise depends on the continued use of HDB as a database of record in its reservoir management duties. Reclamation relies on the expertise of database administrators and developers (contractors) to address and solve problems associated in the daily use and continued development of HDB.
2.0 SCOPE
The scope of this task order is to provide ongoing technical support for the core HDB system and all supporting software systems to Interior Region 7 – Upper Colorado Basin for the Bureau of Reclamation for a period of 1 year under Contract Number (TBD). Task order one will be a time and materials order.
3.0 REQUIREMENTS
3.1 Provide on-demand HDB technical support to Interior Region 7 - Upper Colorado
Basin data managers located in the Reservoir Operations Group of the Upper Colorado Power Area Office (Reservoir Operations Group) for the first year beginning on April 15, 2021 and ending on April 14, 2022. This on-demand technical support shall be limited to HDB instances UCHDB2, UCHDB2T and LBOHDB. These services shall be provided by qualified Contractor personnel during normal Reclamation business hours and within the performance standards outlined in paragraph 5.0.
3.2 Troubleshoot, diagnose, and solve software and database management problems involving UCHDB2, UCHDB2T and LBOHDB instances of HDB as expeditiously as possible and within the performance standards outlined in paragraph 5.0. Conduct periodic HDB system software upgrades as requested by Interior Region 7 – Upper Colorado Basin data managers located in the Water Operations Group of the Upper Colorado Power Area Office
3.3 Development, Coordination and Documentation of HDB upgrades and enhancements.
3.3.1 Develop enhancements to HDB instances UCHDB2, UCHDB2T and LBOHDB as requested by the Reservoir Operations Group to be transferrable, functional, and available to other instances of HDB.
3.3.2 Install and test available enhancements and regular updates to production (UCHDB2 and LBOHDB) and test (UCHDB2T) databases, systems and applications. All enhancements and modifications prepared by contractor shall be fully tested on a test environment (UCHDB2T) maintained on the Reclamation network. Reclamation will be responsible to maintain the test environment (UCHDB2T) and access to the contractor for this purpose. In each upgrade or enhancement instance, the contractor will provide documentation to Reclamation of successful testing on UCHDB2T. After Reclamation has reviewed and verified the testing documentation and results, Reclamation will approve the contractor to implement upgrade or enhancement on the production system (UCHDB2).
3.3.3 Integrate HDB enhancements and code modifications into the HDB source code and database scripts baseline.
3.3.4 Maintain and support the HDB source code and the computation processor algorithms stored on UCHDB2, UCHDB2T and LBOHDB to be consistent as possible with other HDB installations.
3.3.5 Coordinate OPENDCS development with the other participating entities.
3.3.6 Provide documentation for all new HDB developments to be delivered with each new development deliverable.
3.3.7 Provide download capabilities of HDB installation scripts, documentation and application software on the HDB repository located on GitHub.
4.0 DELIVERABLES
4.1 The Contractor shall prepare and submit invoice period status reports to be delivered to the Contract Officer Representative (COR) no less than 2 business days prior to submitting the invoice to the online Invoice Processing Platform (IPP). Invoice period status reports shall include:
4.1.1 Dates of each incident (ticket) submitted by Reclamation requiring action by the contractor during the invoice period.
4.1.2 A measure of the amount of contractor time spent in hours by the contractor working on each ticket opened during the invoice period or opened prior to the invoice period.
4.1.3 A description of the issue involved for each submitted ticket, as well as the status and brief description of resolution (if applicable) of each submitted ticket.
4.1.4 Details for all authorized Contractor travel associated with this contract such as dates, times, locations, specific costs, purpose of travel, and what contributions the Contractor provided as a result of travel.
4.1.5 The task order number assigned to each submitted ticket.
4.1.6 An accounting of the total number of hours worked by the contractor to date and the remaining for all task orders that are based on time and materials.
5.0 Performance Requirements Summary. The table below specifies the standard for satisfactory performance of the tasks specified in this performance work statement.

3.1 Provide on-

1) 50% of calls are answered immediately by qualified Contractor personnel.
2) 25% of calls are returned within 2 hours by qualified Contractor personnel to the original caller.
3) 25% of calls are returned within 24 hours by qualified Contractor personnel to the original caller.
All customer calls shall be responded to within 24 hours of receipt from the contractor by qualified Contractor personnel to the original caller during regular business hours except for Fridays when 72 hours is permitted
3.2
Troubleshoot, diagnose, and solve software and database management problems involving HDB system malfunctions immediately after they occur.
Timing to diagnosed solution by contractor to reported HDB system malfunctions by customer.
1) 75% of HDB system malfunctions are diagnosed by qualified Contractor personnel within 24 hours of being notified by Government personnel and resolved within 48 hours.
2) 25% of HDB system malfunctions (more complex ones) are diagnosed by qualified Contractor personnel within 24 hours of being notified by Government personnel and resolved within 96 hours.
All reported HDB system malfunctions shall be resolved within 5 business days unless extenuating circumstances exist.
3.3 Development, Coordination and Documentation of HDB upgrades and enhancements.
Task order specified deliverables will be completed and delivered as specified by task order.
Task order-specified deliverables are inspected, accepted, and subsequently delivered on a timely basis.
90% of all task order-specified deliverables are delivered on time and in acceptable form by Reclamation.
4.0
Reports Reports will be reviewed quarterly by Reclamation for completeness, grammar, legibility and timely delivery.
All reports include the specified information, and are understandable, legible, and timely.
90% of all reports shall be delivered on time and in acceptable form Reclamation without need for revision.
