Q1. The Performance Work Statement for this project states that Enhanced capability to document the basis for the past decisions is urgently needed to assist Reclamation's defense in litigation and other processes. Can you please elaborate in more detail on what the technical issues are in improving this aspect of the project? Are there other issues beyond not being able to provide the historical information needed to document system state and what data was available at the time when decisions were made?

Response to Q1: Our data collection and storage system (HDB) is designed not only to store the official records of time series data in a manner that can be queried and analyzed but also the history of changes to that official time series record. Every time a record is updated in HDB, the original value prior to being updated is stored in archive tables so that if a question arises about why our agency operated a particular way, we will be able to review the state of the data at the time made an operation decision.

While we have the historic record stored within

HDB, we do not have an "enhanced capability" to analyze this record and we hope to develop it through this contract with our chosen contractor.

We are not aware of "other" issues beyond this lack of a usable tool for analyzing the historical state of the data at various points in time.

Q2. Can all work for this IDIQ be performed remotely at Contractor's site or must some or all of it be performed at BOR facilities?

Response to Q2: The answer here is yes. We anticipate that all work can be performed remotely and it will be up to the government to set up the equipment and networking necessary for the contractor to perform the work under this contract.

Q3. Offerors are instructed to provide a

Staffing/Transition-In plan in Factor 1A of the

Management Plan and again in Sub-Factor 1b for the Task Order 1 technical approach plan. Are these expected to differ or can we simply duplicate the same Staffing/Transition-In plan for both purposes?

Response to Q3: We believe the answer here is yes. The Staffing/Transition-In plan in Factor

1A and 1B is the same plan. This plan should detail the steps the contractor will make to ensure a smooth transition into the project. How will the contractor bring staff up to speed on the existing HDB systems so that there is minimal down time when the contractor is not able to help. What steps will be necessary for the contractor and the government to transition into
