About this file
This is a Small Business Subcontracting Plan attachment for Southwest Virginia Community College's RFP 260-18687-AE, a professional services procurement for architectural and engineering design services. The project involves the replacement of two 1968-era buildings—Buchanan Hall and Tazewell Hall—with a new 75,000 gross square foot two-story administrative and classroom facility. The facility will accommodate administration, academic programs, student services, teaching labs, and offices and will be constructed on a constrained site at the college's campus. The sealed proposal deadline is 5:00 P.M. local time on Thursday, September 30, 2026. The contract seeks proposals from architectural and engineering firms authorized to conduct business in the Commonwealth of Virginia with demonstrated experience designing academic facilities for institutions of higher education. The RFP requires submission of completed and signed proposal forms including Forms AE-1 through AE-6, Forms VCCS-S1 and VCCS-S2, and other supporting documentation as specified in the solicitation.
The Small Business Subcontracting Plan attachment establishes requirements for contractor participation and subcontracting goals related to small business utilization. The procurement contemplates contract modifications through mutual agreement during subsequent negotiations. All proposals must be submitted in accordance with the terms, conditions, and requirements outlined in the RFP documents, with the expectation that the selected firm will enter into a contract for professional design services related to this higher education facility replacement project.
