About this file
This is a Service Level Agreements document for the County of San Mateo's Recorder Notification Program Services contract, administered through the Office of the Assessor-County Clerk-Recorder-Elections (ACRE). The County seeks a qualified contractor to provide secure, accurate, and timely document-notification processing, printing, mail preparation, and mailing services as required by California Government Code 27297.7. The selected contractor will access County-approved transaction data and images for recorded documents, generate notices using an approved County template, and mail them to required recipients within the statutory requirement of 30 days after recordation. The County anticipates an average monthly volume of approximately 2,000 notices with peak volumes potentially reaching 4,000 notices. The contract term is one year with options for up to two additional one-year renewals, not to exceed three years total. Implementation, testing, and readiness activities must be completed to ensure service commencement in January 2027, with the agreement anticipated to be issued in 2026.
The contractor must provide operational controls, reconciliation, proof of mailing, reporting, incident response, and audit support to ensure compliance with all statutory requirements. The selected contractor will be responsible for maintaining security protocols for sensitive document data and ensuring accurate delivery of notices to specified recipients. Protests regarding the contract award must be submitted to Protest@smcgov.org. The specific pricing terms, set-asides, funding sources, and detailed performance metrics are governed by the service level agreements outlined in the attachment.
