About this file

This document is an Attachment C to a Request for Response (RFR) issued by the Commonwealth of Massachusetts. It outlines the Workforce Participation Goals and Prevailing Wage Schedules for construction work on state-assisted contracts. The Workforce Participation Goals are currently set at 6.9% for women and 15.3% for minorities, and any resulting contract will include processes and procedures to ensure compliance, including reporting and enforcement provisions. The document also states that bidders awarded contracts must comply with all applicable prevailing wage rate laws, and a prevailing wage rate schedule is provided.

The related state and local contract opportunity is for the reopening of a bid to allow new bidders to respond for the installation and maintenance of land mobile microwave radio communication equipment and towers across 30 different communication site locations in the state of Massachusetts. The procurement seeks bids on this work, and the resulting contract will be subject to the workforce participation goals and prevailing wage rate requirements outlined in the attachment.

Attachment C Prevailing Wage Schedules and Workforce Participation Goals for Construction Work

1. Workforce Participation Goals

All contracts by a state agency or state-assisted contracts for design, construction, reconstruction, installation, demolition, maintenance or repair must contain Workforce Participation Goals for minorities and women. This is required by M.G.L. c. 149, § 44A(2)(G). A “state-assisted contract” is a construction project undertaken by a political subdivision of the Commonwealth or two or more subdivisions thereof for planning, acquisition, design, construction, demolition, installation, repair or maintenance whose costs are paid for, reimbursed, grant funded, or otherwise supported, in whole or in part, by the Commonwealth. The Workforce Participation Goals are currently set at 6.9% for women and 15.3% for minorities. Any Contract resulting from this RFR with elements of design, construction, reconstruction, installation, demolition, maintenance or repair will include processes and procedures to ensure compliance with the Workforce Participation Goals, including reporting and enforcement provisions.

2. Prevailing Wage Schedules

Bidders awarded Contracts under this RFR must comply with all applicable law with respect to prevailing wage rates. A prevailing wage rate schedule is provided below. Any Contract resulting from this RFR with elements of construction and other types of public work will include a requirement for Bidders to meet the prevailing wage rate schedule issued by the Commonwealth of Massachusetts Department of Labor Services, processes and procedures to ensure compliance, and reporting and enforcement provisions.
