About this file

This document is an attachment to a state and local contract opportunity for construction work in Massachusetts. It outlines the Workforce Participation Goals for minority and women workers as well as the Prevailing Wage Schedules that must be followed for any resulting contracts. The Workforce Participation Goals are set at 6.9% for women and 15.3% for minorities, and compliance with these goals will be required and enforced. The Prevailing Wage Schedules, as issued by the Commonwealth of Massachusetts Department of Labor Services, must also be met by any awarded contractors. This attachment applies to all contracts awarded through the referenced state and local contract opportunity for design, construction, reconstruction, installation, demolition, maintenance, or repair work.

The related state and local contract opportunity is for the installation of ASB Land Mobile Microwave Radio Communication Equipment and Towers across 30 different communication site locations in Massachusetts. This procurement is reopening a previous bid process to allow the apparent successful bidders from the original RFR to respond to the additional sites.

Attachment C Prevailing Wage Schedules and Workforce Participation Goals for Construction Work

1. Workforce Participation Goals

All contracts by a state agency or state-assisted contracts for design, construction, reconstruction, installation, demolition, maintenance or repair must contain Workforce Participation Goals for minorities and women. This is required by M.G.L. c. 149, § 44A(2)(G). A “state-assisted contract” is a construction project undertaken by a political subdivision of the Commonwealth or two or more subdivisions thereof for planning, acquisition, design, construction, demolition, installation, repair or maintenance whose costs are paid for, reimbursed, grant funded, or otherwise supported, in whole or in part, by the Commonwealth. The Workforce Participation Goals are currently set at 6.9% for women and 15.3% for minorities. Any Contract resulting from this RFR with elements of design, construction, reconstruction, installation, demolition, maintenance or repair will include processes and procedures to ensure compliance with the Workforce Participation Goals, including reporting and enforcement provisions.

2. Prevailing Wage Schedules

Bidders awarded Contracts under this RFR must comply with all applicable law with respect to prevailing wage rates. A prevailing wage rate schedule is provided below. Any Contract resulting from this RFR with elements of construction and other types of public work will include a requirement for Bidders to meet the prevailing wage rate schedule issued by the Commonwealth of Massachusetts Department of Labor Services, processes and procedures to ensure compliance, and reporting and enforcement provisions.
