About this file
Attachment D is a comprehensive list of applicable laws, rules, and regulations for the Texas General Land Office (GLO) Contract No. 23-160-056-E826, specifically for a Community Development Block Grant Disaster Recovery-Mitigation (CDBG-MIT) project. The document provides a detailed compilation of federal, state, and local legal requirements that a Subrecipient must comply with throughout the contract term, covering areas such as civil rights, labor standards, environmental law, historic properties, and faith-based activities.
The document encompasses an extensive range of legal frameworks including but not limited to the Housing and Community Development Act, Civil Rights Acts, Davis-Bacon Act, National Environmental Policy Act, Endangered Species Act, and various executive orders. The listing serves as a comprehensive guide to ensure legal compliance across multiple domains, including environmental protection, acquisition and relocation procedures, employment opportunities, and grant management standards. The document emphasizes that this is a non-exclusive list, meaning Subrecipients are expected to adhere to all applicable laws beyond those explicitly enumerated, with particular focus on HUD environmental regulations, federal funding requirements, and comprehensive legal standards for community development projects.
