About this file
File Summary
This is a specifications and labor requirements attachment for a Maryland state contract opportunity (PORFP M00P6604777) to procure Cisco VDI Endpoint hardware and related services. The project involves acquiring Cisco virtual desktop infrastructure endpoint equipment and establishing a virtual desktop platform for use by Maryland Department of Health vendor contractors. The vendor's scope includes hardware provision, virtual desktop platform creation, installation services, validation testing, and end-user training. The attachment specifies detailed technical requirements and labor standards that bidders must meet to qualify for consideration under this procurement.
The labor requirements section establishes staffing levels, qualifications, and compensation standards for personnel assigned to the project. Specific requirements outline required skill sets, certifications, experience levels, and prevailing wage or compensation structures applicable to vendors performing installation, configuration, validation, and training services. These specifications ensure that vendor-provided resources meet Maryland's standards for technical competency and service delivery quality throughout the project lifecycle, from initial deployment through user training completion.

• Optimize image for multi-session performance
• Deploy and configure RODC in Azure
• Configure AD Sites and Services for Azure integration
• Validate DNS configuration and replication between on-premises AD and Azure
• Validate Group Policy processing and performance within AVD sessions
• Conduct pilot user onboarding and testing
• Perform multi-session load validation and performance benchmarking
• Conduct security validation and tuning
The Vendor will deliver a structured, time-bounded POV focused on a single defined vendor persona. The outcome will provide Maryland Department of Health with technical validation, performance benchmarking, security compatibility confirmation, and cost modeling to inform a broader production deployment strategy — validating Azure Virtual Desktop as a modern, scalable replacement for the existing VMware Horizon environment.
Engagement Detail Value
Architecture AVD Pooled Host Pool — Windows 11 Enterprise Multi- Session
Scope Single vendor persona, pilot deployment (non-production)
Desired Solution:
Azure Virtual Desktop (AVD) is Microsoft's cloud-based virtual desktop infrastructure (VDI) service, hosted natively in Microsoft Azure.
The recommended approach that is preferred is a Pooled Host Pool with Windows 11 Enterprise Multi-Session — a specialized SKU available exclusively in Azure that allows multiple concurrent users to share a single virtual machine while maintaining session isolation.
Multi-Session (Preferred) Personal / Single-Session
Multiple users share one VM (pooled) One VM per user (1:1 model)
Lower ongoing Azure consumption cost Higher ongoing Azure consumption cost
Requires baseline rebuild on Multi-Session
SKU
Reuses existing hardened image (with remediation)
FSLogix profile containers required Persistent desktop — no FSLogix needed
Optimized for scalable production workloads
Better suited for specialized/legacy workloads
Scope of Work The following services should be included in the Vendor AVD Multi-Session POV engagement. All work should be scoped for a single vendor persona in a pilot environment.
Phase 1 — Assessment & Design
• Assess existing hardened Windows 11 baseline for portability and configuration mapping to the Multi-Session SKU
• Identify security software compatibility requirements for Windows 11 Enterprise Multi-Session execution
• Design AVD pooled host pool architecture using Windows 11 Enterprise Multi-Session
• Design Azure networking topology and hybrid connectivity integration
• Document Active Directory integration approach including RODC placement and AD Sites & Services configuration
Phase 2 — Infrastructure Deployment
• Deploy Azure networking components required for AVD and hybrid connectivity
• Deploy AVD host pool, workspace, and application groups
• Deploy and configure one (1) Read-Only Domain Controller (RODC) in Azure
• Configure AD Sites and Services for Azure integration
• Validate DNS configuration and replication between on-premises Active Directory and Azure
Phase 3 — Image Build & Hardening
• Provision Windows 11 Enterprise Multi-Session base image from Azure Compute
Gallery
• Recreate hardened security baseline on the Multi-Session image, aligned to Maryland Department of Health's existing hardening standard
• Install and configure required vendor applications for the defined persona
• Install and validate security software compatibility within the Multi-Session environment
• Configure FSLogix user profile management for pooled session use
• Optimize the image for multi-session performance (startup, session load, resource contention)
Phase 4 — Validation & Testing
• Validate Group Policy processing and performance within AVD sessions via the Azure
RODC
• Validate proxy, firewall, and network security controls in the Azure environment
• Conduct pilot user onboarding and session testing for the defined vendor persona
• Perform multi-session load validation and performance benchmarking under concurrent user sessions
• Conduct security validation and tuning — confirming hardening controls operate correctly in the Multi-Session context
