About this file

This document is an instructional guide provided by the Commonwealth of Kentucky for vendors responding to online bids through the Kentucky Vendor Self Service (VSS) platform. The guide comprehensively outlines the four-section process for participating in state solicitations, beginning with account registration and login at https://emars311.ky.gov/webapp/vssprdonline3111d/AltSelfService. Vendors can locate solicitations by searching the Business Opportunities section using either a 10-digit Document ID or keyword descriptions, with options to filter results by category, solicitation type (Request for Bids, Request for Quotes, or Request for Proposals), and status (Awarded, Closed, Open, Reopened, or Cancelled). The response completion process varies slightly depending on solicitation type: Request for Bids and Request for Quotes require vendors to select response types, enter unit prices or contract amounts, specify delivery days, and complete a submission checklist, while Request for Proposals skip the line-item response step. All submission types require vendors to attach supporting documentation such as affidavits, bid sheets, or catalogs, with a file size limitation of 65,000 KB per attachment.

The platform accommodates both Internet Explorer and Google Chrome browsers for file uploads and allows vendors to designate attachments as either Standard or Proprietary. Vendors may provide overall discounts or comments in Step 4 before proceeding to the final review and submission stage. The system includes a 30-minute inactivity timeout feature, with frequent saving recommended to prevent loss of unsaved changes. Additionally, the guide specifies that vendors may withdraw responses only while a solicitation maintains an Open status by locating the response on the Solicitation Responses tab, clicking Withdraw, and confirming the action through a verification prompt.
