About this file
This is an instructional attachment document from the Commonwealth of Kentucky outlining the procedural requirements for submitting responses to online bids through the Kentucky Vendor Self Service (VSS) platform. The document provides comprehensive guidance for vendors regarding account creation and login procedures, solicitation searches using keyword and advanced search functions, and the step-by-step response completion process. Vendors must access the system at https://emars311.ky.gov/webapp/vssprdonline3111d/AltSelfService and maintain active login status throughout the submission process. The response workflow varies by solicitation type, with Request for Bids (RFB) and Request for Quotes (RFQ) requiring completion of line-item responses including response type selection, unit pricing or contract amounts, and delivery days, while Request for Proposals (RFP) submissions require separate documentation for cost, technical, and proprietary information.
The system requires vendors to complete submission checklists, attach supporting documentation with file size limitations of 65,000 KB per attachment, and includes options to specify discounts or provide overall bid comments before final submission. Vendors may withdraw responses only when the solicitation status remains open by locating the response on the Solicitation Responses tab and confirming the withdrawal action. The system includes a 30-minute inactivity timeout feature, requiring vendors to save changes frequently to prevent loss of data. Both Internet Explorer and Google Chrome browsers are supported for file attachment functionality, with options to designate attachments as either standard or proprietary documents.
