About this file
This document is an instructional guide prepared by the Commonwealth of Kentucky for vendors on how to submit responses to solicitations through the Kentucky Vendor Self Service (VSS) online portal. The guide provides step-by-step instructions for registering an account, locating open solicitations, and completing online bid responses. Vendors must access the VSS site at https://emars311.ky.gov/webapp/vssprdonline3111d/AltSelfService and create or use an existing account to submit responses. The document covers the process for responding to different solicitation types, including Requests for Bids (RFB), Requests for Quotes (RFQ), and Requests for Proposals (RFP), each with specific completion requirements. For RFB and RFQ submissions, vendors must respond to line items by selecting a response type, entering unit prices or contract amounts, and specifying delivery days. The system automatically times out after 30 minutes of inactivity, requiring vendors to save changes frequently to avoid losing information.
The submission process requires vendors to attach relevant documentation such as bid sheets, affidavits, and catalogs, with a maximum file attachment size of 65,000 kilobytes per file. For RFP submissions, vendors must submit separate documents for cost, technical, and proprietary information. The platform allows vendors to include discounts and overall comments in their submissions and provides the ability to review bids before final submission. Vendors may withdraw responses only while the solicitation status remains open by accessing the Solicitation Responses tab and confirming the withdrawal action. The document applies to all Kentucky state and local procurement opportunities posted on the VSS platform and serves as the primary mechanism for vendors to participate in the Commonwealth's competitive bidding process.
