About this file
This is a procedural guidance document issued by the Commonwealth of Kentucky detailing instructions for vendors to submit online responses to solicitations through the Kentucky Vendor Self Service (VSS) platform. The document provides step-by-step instructions for accessing the VSS portal, locating solicitations, and completing bid submissions. Vendors must create or use existing accounts to log into the system at https://emars311.ky.gov/webapp/vssprdonline3111d/AltSelfService and can search for solicitations by document ID, keyword description, category, type (Request for Bids, Request for Quotes, Request for Proposals, etc.), or status. The submission process requires vendors to respond to line items with bid types (standard bid, no bid, or bid with condition), enter unit prices or contract amounts with associated delivery days, and attach supporting documentation such as bid sheets, catalogs, or annual affidavits. No specific project details, quantities, response dates, or award dates are provided in this procedural document.
The submission process includes provisions for discount entry and overall bid comments, with all submissions subject to a 30-minute system inactivity timeout requiring frequent save intervals. Vendors may only withdraw responses while the solicitation status remains open. For Request for Proposals, vendors must separately attach cost, technical, and proprietary documents, with individual file attachments limited to 65 kilobytes. The document accommodates submissions through both Internet Explorer and Google Chrome browsers and includes verification confirmations for file deletion. No pricing terms, set-asides, incumbent information, or funding sources are specified in these procedural guidelines.
