About this file

This file is a procedural guide provided by the Commonwealth of Kentucky for vendors submitting responses to state and local contract solicitations through the Kentucky Vendor Self Service (VSS) online platform. The document outlines the four-section process for engaging with state procurement opportunities: logging into the VSS system at https://emars311.ky.gov/webapp/vssprdonline3111d/AltSelfService, locating solicitations through keyword or advanced search filters by category or procurement type, completing online bid responses with appropriate pricing and delivery information, and withdrawing responses if necessary. Vendors must create user accounts and remain logged in throughout submission, with the system timing out after 30 minutes of inactivity. The response process varies by solicitation type, requiring vendors responding to Requests for Bids (RFB) or Requests for Quotes (RFQ) to complete pricing and delivery day fields, while vendors responding to Requests for Proposals (RFP) follow a modified sequence that separates cost, technical, and proprietary documentation.

The submission process includes mandatory steps for attaching supporting documentation such as bid sheets, catalogs, and annual affidavits, with file sizes limited to 65,000 KB, followed by optional discount and comments sections. Vendors may submit bids conditionally or decline to bid on individual line items. The platform supports submission through Internet Explorer and Google Chrome browsers, with file deletion capabilities and confirmation protocols before final submission. Vendors retain the ability to withdraw responses only while solicitation status remains open, accessed through the Solicitation Responses tab with subsequent withdrawal verification.
