About this file
This instructional document is a user guide published by the Commonwealth of Kentucky for responding to online solicitations through the Kentucky Vendor Self Service (VSS) site. The guide provides detailed step-by-step procedures for vendors to navigate the VSS platform, including logging into accounts, locating active solicitations, and submitting responses to Request for Bids (RFB), Request for Quotes (RFQ), and Request for Proposals (RFP). The document outlines the complete submission process, including responding to specific line items with bid types (standard bid, no bid, or bid with conditions), entering unit prices or contract amounts, specifying delivery days, completing submission checklists, and attaching supporting documentation. The guide covers the technical requirements for file uploads, including file size limitations of 65,000 KB and the capability to attach multiple documents such as bid sheets, catalogs, and affidavits through both Internet Explorer and Google Chrome browsers.
The document emphasizes critical procedural requirements such as the 30-minute system timeout period, the necessity of frequent saving to prevent data loss, and the ability to review and withdraw responses prior to solicitation closure. Vendors must maintain active accounts on the VSS platform to participate in online bidding and can utilize advanced search functionality to filter solicitations by category, type, and status. The guide does not address specific pricing terms, set-asides, or funding details, as it functions solely as a technical instruction manual for the bidding submission process rather than information specific to individual solicitations.
