Basis of Award

Project: Calibration of IH Equipment

Award shall be based on "Best Value”- The offer determined to be the most advantageous to the Government and whose price is found to be fair and reasonable.

Non-price factors are all evaluated on an acceptable/unacceptable basis. To be considered technically acceptable all offerors must receive a satisfactory rating for all factors.

(1) Technical Approach:

a. Offeror must provide capabilities statement specifying the ability to manage and provide service directly related to calibrating of IH equipment outlined in the

Statement of Work (SOW).

(2) Management Plan:

a. Laboratories shall have adequate equipment to perform testing or calibration task and personnel with the competence to perform testing or calibration.

b. The laboratory shall be able to produce quality reports and furnished clear, complete certificates of calibration for each piece of equipment. Sample calibration report.

c. Calibration laboratories are considered competent to provide calibration services when they have been accredited by ISO/IEC 17025, ISO 90001 and ANSI/NCSL Z540-1.

All accreditation certificates must be submitted prior to award.

(3) Relevant Experience/Past Performance:

a. Vendor shall supply at least two references of VA hospitals that they have calibrated IH equipment for in past. Location, address, name of POC and phone number

(4) Price

a. Offeror must complete the PRICE/COST SCHEDULE in the solicitation to include the total price of the base period and options.

b. Options; The Government will evaluate offers for award purpose by adding the total price for all options to the total price for the basic requirement. The

Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of option shall not obligate the

Government to exercise the option(s).

Each factor will be scored as Acceptable or Unacceptable as defined below. Each proposal will be evaluated against the Statement of Work and the stated evaluation criteria. Each proposal is evaluated using the same standards.

"Best Value" Evaluation Standards

Acceptable

ALL of the minimum acceptable criteria are clearly met by the proposal. The offeror's proposal meets the performance and technical capability requirements defined in the Statement of Work.

NOTE: Once the proposals have been determined to be "technically acceptable," award will based on cost/price only.

Unacceptable

Not all of the minimum acceptable criteria are met by the proposal. An unacceptable proposal contains one or more deficiencies. Proposal fails to meet specified minimum performance and technical capability requirements defined in the SOW.

The following table will be used for each proposal received to score each "Best Value" factor as to whether it is Acceptable or Unacceptable.
