About this file

This is an Attachment C Commodity Line Descriptions document for RFB 758 1900000042 issued by the Commonwealth of Kentucky Division of Forestry, outlining fumigation services for two state-operated nursery facilities. The request encompasses three distinct commodity lines for soil fumigation applications across two locations: John P. Rhody Nursery (up to 12 acres) in Gilbertsville, Kentucky, and Morgan County Nursery (up to 8 acres) in West Liberty, Kentucky. Commodity Line 1 requires the application of Tri-Brom 80 (80.0% methyl bromide with 19.9% chloropicrin) at 240 pounds per acre on up to 20 total acres, while Commodity Lines 2 and 3 require applications of Dominus Biofumigant (96.3% Allyl isothiocyanate) at 30 gallons per acre (up to 3 acres) and 40 gallons per acre (up to 1.0 acre) respectively, with deliveries expected between late August and late September annually.

Vendors must furnish all equipment, materials, fumigants, certified applicators, trained handlers, and required personal protective equipment for each commodity line while maintaining full compliance with EPA, OSHA, USDA, and Commonwealth of Kentucky licensing and certification requirements. The vendor is responsible for completing fumigation plans in coordination with nursery managers, implementing continuous tarping methods using 1-mil plastic film to achieve at least 60 percent buffer zone credit, conducting monitoring and tarp repairs during the first 24 hours post-application, and providing at least two but no more than four trained handlers at each location. The vendor must guarantee normal fumigation results and re-treat any acres at no additional cost if results are not achieved. The Division of Forestry will provide soil sample testing results one week prior to application and will supply handlers with required PPE, while nursery site personnel will prepare soil prior to fumigation and remove tarps upon completion according to label directions.
