About this file

This document is an Attachment C for the Oregon Business Development Department's Request for Proposals (RFP S-12300-00012364) for a Foreign Direct Investment Representative for Western Europe, focusing on Certification Office for Business Inclusion and Diversity (COBID) certification and outreach requirements. The RFP seeks a consultant to conduct foreign direct investment recruitment, export, and trade promotion activities in Western Europe.

The attachment requires proposers to detail their approach to including certified diverse businesses in potential subcontracting opportunities, specifically minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses. Proposers must indicate whether they are an Oregon certified firm, list their current certifications, describe steps to solicit certified firms for subcontracting, outline potential subcontracting opportunities and approximate dollar values, and commit to reporting subcontractor identities and contract values to COBID if awarded the contract. The document emphasizes equal opportunity participation for certified firms in state-funded contract performance.
