About this file
The document is a Bulk Chemical Unloading and Transfer Guide for the City of Tampa's McKay Bay Waste-to-Energy (WTE) Facility, specifically detailing procedures for safely receiving and handling bulk chemical deliveries. The guide provides comprehensive, step-by-step instructions for employees involved in receiving Department of Transportation (DOT) Hazardous Materials, with a specific focus on sulfuric acid deliveries for the facility's cooling tower pH treatment and demineralizer system regeneration. The procedure covers critical stages including pre-unloading verification, safety preparations, spill prevention, unloading protocols, and post-unloading processes.
The guide emphasizes rigorous safety and environmental protection measures, requiring employees to verify chemical identities, inspect delivery vehicles, prepare appropriate personal protective equipment (PPE), set up containment measures, and maintain constant communication with the facility's Control Room during chemical transfers. Specific requirements include verifying tank capacity, checking DOT shipping documentation, establishing secure unloading areas, monitoring for potential leaks or emissions, and following detailed procedures for different types of chemical deliveries. The document serves as a critical operational protocol to ensure safe, controlled bulk chemical handling at the City of Tampa's waste-to-energy facility, with particular attention to preventing environmental incidents and maintaining workplace safety standards.

City of Tampa McKay Bay WTE Facility Bulk Chemical Unloading and Transfer Guide
REQUIREMENTS
· Ensure that all listed criteria are checked prior to unloading or transfer and met upon completion of unloading or transfer of the bulk chemical. Employees receiving DOT Hazardous Material (HM) must be trained and ensure the material is received properly by using this Guide.
· Communicate, any releases observed during unloading or transfer and completion of unloading or transfer of all bulk chemicals with the Control Room and as described in the Spill Plan.
· Communicate to the driver to maintain constant supervision on all equipment associated with the bulk chemical being delivered or transferred.
· Monitor for leaks and visible or fugitive emissions from bin vent filter, top of silo pressure relief valve or access hatch during filling.
INITIAL ACTIONS
|_|1. Verify chemical’s identity on the Bill of Lading match receiving tank or silo and that delivery was scheduled
· For DOT Hazardous material look for DOT shipping name, marking, labels/placard and condition of truck
· Proper DOT shipping paper will have the following contents:
· Carrier, Receiver (Consignee) and Shipper (Consignor) information
· Description of the article being shipped and amount. An “X” or “RQ” will be in “HM column”
· Bulk containers have placards on each side and each end with ID# (UN/NA). Only each side if < 1000 gal |_|2. Review/follow procedures and PPE as defined by safety requirements for the bulk chemical being unloaded |_|3. Verify tank/silo has adequate capacity for the amount of chemical being delivered and review any fill rate or capacity restrictions with driver. Enter tank or silo available capacity: _________________________ |_|4. Backing trucks must have an operable reverse alarm-or spotter |_|5. Verify truck brakes are set and wheels are chocked
BEFORE UNLOADING
|_|1. Secure area with caution tape/barriers and test/check safety shower/eye wash-review operation with driver |_|2. Per Spill Plan, place signage or other means to warn others of the transfer operation |_|3. Contact Control Room and get permission to unlock connections, if required |_|4. For lime unloading, obtain sample for the periodic reactivity test, per facility specific requirements |_|5. If unloading using plant air, drain condensed water from airline prior to making connection |_|6. Verify all valves have been correctly aligned in proper sequence for the unloading operation |_|7. Ensure those working within the secured unloading area are wearing required unloading PPE (City employees: City required PPE. Driver/helper: vendor/transporter required PPE with at least the minimum City required PPE)
SPILL PREVENTION
|_|1. Inspect all truck ports/drains for leakage. If leaks are found, contact the Control Room immediately |_|2. Place clean (5-gal. minimum) plastic pail under each truck transfer line connection prior to unloading; typically not required for delivery of diesel from hose reel |_|3. Ensure proper containment is set up for tank relief lines or other potential overflow points (e.g., prevent spills from entering environment or u-drain) |_|4. Place spill response matting over storm drains per the Spill Plan |_|5. Verify hoses and couplings are in good operating condition |_|6. Verify secure truck-to-piping/tank or silo connections (cam-lock fittings secured with pins, tape, etc) |_|7. Verify spill kit cleanup materials (absorbents, neutralizers) are available as identified in the Spill Plan |_|8. Identify level gauge(s) to watch during unloading to prevent exceeding fill limit or tank/silo capacity
ATTENDING UNLOADING
|_|1. Attend each unloading operation from beginning to end. If facility approved, after connections and set-up has been verified, Carbon, Dry Pebble/Hydrated Lime and Urea may be unloaded by the driver - unattended by a City employee |_|2. If unloading is unattended, inform driver of the location of communication device and method used to contact the Control Room upon completion of unloading, emergency situation, spill, or equipment failure |_|3. Inform driver to notify Control Room upon completion of unloading and wait for a City employee to come to the area of unloading before disconnecting any lines
DURING UNLOADING
|_|1. Driver and anyone attending must watch for leaks/fugitive emissions from bin-vent filter, top of silo pressure relief valve, level gauge, hatches and equipment failures. STOP unloading immediately upon observation of a spill, visible emission, equipment failure or high-level alarm or any other high-level indication |_|2. Report any releases to the Control Room/Shift Supervisor immediately and respond to any releases that occur as directed by the Spill Plan
AFTER UNLOADING
|_|1. Blow/drain residual bulk chemical left in transfer lines-confirm that lines are not pressurized |_|2. Verify all valves have been correctly aligned in proper sequence for disconnection |_|3. Disconnect truck-to-piping/storage container connections and catch any residual in pails. Re-use acceptable chemical in the process it was intended |_|4. Inspect all truck ports and drains for leakage. If leaks are found, contact the Control Room immediately - leaks must be stopped before the truck leaves the site |_|5. Restore area to pre-unloading condition - Properly stow all equipment. Secure filling pipe cap and lock it as applicable |_|6. Sign shipping papers only after properly receiving the material. Notify Control Room that unloading is completed
