About this file
This document is a Work Order Contract (WOC) template prepared by the Oregon Department of Forestry for project work on state forest lands, specifically the Clatsop and Tillamook State Forests. The WOC serves as a binding agreement between the state and a contractor to perform various forestry project activities including road construction and improvement, rock quarrying and crushing, culvert installation, site preparation, erosion control, and stream enhancement work. The contract incorporates by reference a Service Agreement and multiple detailed exhibits specifying technical requirements, specifications, and procedures for all project work. Project work must not commence until the state issues a Notice-to-Proceed following receipt of a performance bond, certificate of insurance, and a fully executed WOC. The contract includes an Operations Plan (Exhibit B) requiring contractors to establish completion timelines with intermediate milestones at 25%, 50%, 75%, and 100% project completion. Contractors must designate authorized representatives for both project work and logging operations, submit subcontractor information, and provide operational maps showing landing locations, spur roads, temporary stream crossings, and the sequence of project work execution.
Compensation for project work is provided within forty-five calendar days upon completion and state acceptance, with contractors permitted to request partial credit at specified completion intervals (20%, 40%, 60%, 80%, and 100%). The contract imposes strict operational requirements including seasonal restrictions on certain activities (November 1 through April 30 for most project work), in-water work limitations, mandatory pre-operations meetings, and comprehensive watershed protection measures. Contractors must comply with all Oregon Forest Practice Rules, maintain sanitary facilities at landing sites, prevent debris from entering streams, and implement erosion control through seeding, mulching, waterbarring, and other stabilization measures. The document provides extensive technical specifications for forest road construction and improvement, including detailed requirements for clearing, grubbing, drainage installation, culvert specifications, rock surfacing materials and gradation standards, compaction procedures, and equipment specifications. All work must be performed in compliance with federal and state environmental laws, including the Endangered Species Act and Oregon Department of Fish and Wildlife fish screening requirements, with the state retaining authority to inspect work, issue directives, and suspend operations for non-compliance.

PART I: Standards and General Requirements
Section 1010. Definition of Terms.
Basal Area - a measure of the cross-sectional area of a Tree Bole, in square feet, measured 4½ feet above the ground on the uphill side of the tree.
DBH (Diameter at Breast Height) - the diameter of a standing tree inclusive of the bark measured 4½ feet above the ground on the uphill side of the tree.
Down Timber - timber that is down as of the date of this Contract, as determined by STATE.
Down Wood - trees and logs on the ground.
Green Tree Retention - the practice of leaving live, growing trees on a site during timber harvest as a future source of Snags, old growth trees, large diameter wood, and native seed.
Group Selection Area (GSA) – an area within the Timber Sale Area that has a unique prescription as described in this Contract. Group Selection Areas are less than five acres in most circumstances and are usually marked on the ground with boundary signs. Prescription trees are marked with paint within the Group Selection Area.
Guyline - a cable or rope attached to something to brace, steady, or guide it.
Live Crown Ratio - the length of a Tree Bole supporting the growth of live branches compared to total tree height, expressed as a percentage.
"Live" Stream - a stream with water flowing through it.
341-19-* - 3 of ?- Version May 2018
Pre-Operations Meeting – the initial meeting between the Authorized Representatives of CONTRACTOR and STATE to discuss operational issues and requirements of the Contract, and to identify the elements to be addressed in the Operations Plan.
Project Location - the points or areas designated as such on Exhibit A and located on the ground by reference to points, stations, natural land features, Improvements, or area boundary signs. The location(s) where project activities occur.
Project Work - work required of the CONTRACTOR. Project Work can include, but is not limited to, road building, road improvement, rock quarry development, stream enhancement, site preparation, soil stabilization, and water runoff control measures.
Relative Density - a measure of the degree of closeness of trees growing side by side in a stand, in relationship with their size. The measure is expressed as a ratio of actual stand density to the maximum stand density attainable in a stand with the same mean tree volume. Relative Density is calculated by dividing the residual Basal Area by the square root of the average residual stand DBH.
Residual Tree - green tree left standing on an Area of Operation or Timber Sale Unit.
Right-of-Way Timber - trees harvested from a strip of land to enable a road to be constructed.
Setting - the area of a logging operation from which logs are yarded to a single Landing.
Stand Density Index – a measure of the degree of closeness of trees growing side by side in a stand, in relationship with their size. Stand Density Index (SDI) is calculated by dividing the average stand diameter by 10 taken to the 1.605 power, multiplied by the average trees per acre (TPA), and divided by the maximum SDI of that species. SDI = TPA x (Diameter/10)1.605
STATE - the Oregon Department of Forestry, State Forester, or a duly Authorized Representative of the State Forester.

ROCK ACCOUNTABILITY
PURCHASER shall obtain subgrade approval from STATE prior to rocking. Rocking shall be limited to periods when weather conditions are acceptable to STATE and when sediment will not enter streams.
Additional surfacing needed because of construction season or construction practice is not included in the preceding ROAD SURFACING table, and shall be furnished at PURCHASER expense.
Rock accountability shall be determined by the following methods, as directed by STATE. STATE shall be given 24 hours’ notice prior to rocking.
(*Rock Checking. All rock spreading shall be done only when a STATE representative is present. STATE shall issue a receipt for each load delivered, and rock shall be measured without allowance for shrinkage or shakedown during hauling. Total truck measure volume for each road segment shall be as shown on Exhibit D.
Deliver at least * cubic yards per 8-hour shift, unless otherwise approved by STATE. A penalty of $10 for each 10 cubic yards which are not delivered during a single shift shall be billed, and payment shall be required prior to final acceptance of the project by STATE.)
(*Depth Measurement. Rock shall be spread and compacted according to the depths specified in Exhibit D.
Truck measure volumes are given, but shall not limit the amount of rock spread.)
(*Depth shall be determined in the most compacted area of the surface cross section. The depth of compacted aggregates shall not vary more than 1 inch from the depth specified in the “Road Surfacing” table in Exhibit D.
The average depth for each road segment shall be the specified depth or greater. If additional rock is required because of insufficient depth, the locations and volumes to be added shall be determined by STATE.)
(*Load Records. Notify STATE before spreading the rock and maintain a record of all rock delivered for spreading. Make the record available for STATE inspection. A report listing the amount of rock delivered (*the prior month) must be submitted (*no later than the 15th of each month)(*weekly).
(*Stockpile Measurement. Contractor shall construct stockpiles according to the dimensions determined by STATE and included in the Rock Pit development plan required by Exhibit *. Dimensions will consist of the length and width of the base, length and width of the top, and height of all four corners. The finished stockpile surface shall be smooth, uniform, and all corners filled in. All stakes and reference points shall be protected until stockpile measurements are accepted by STATE.)

COMPACTION AND PROCESSING REQUIREMENTS
Moisture Content: Compaction must take place when moisture content of the materials being compacted is favorable for effective compaction as determined by STATE.
Compaction Pass: A pass is defined as traveling a road section forward and then backward over that same section.
Subgrade. Subgrade surfaces of the road segments listed below shall be graded and compacted prior to rocking.
Compaction shall be accomplished by traveling all surfaces from shoulder to shoulder until the surface is smooth and hard and visible deformation ceases. At least 3 passes shall be made over the entire width and length of the road. Compaction shall be accomplished by using one or more of the approved equipment options listed below:
Subgrade shall be crowned, outsloped, or insloped at 4 to 6 percent as specified in the “Forest Roads Specifications” table in Exhibit D.
ROAD SEGMENT SUBGRADE COMPACTION OPTIONS
[*All road segments that require rock surfacing]
Fills. Embankments and fills shall be placed in (approximately) horizontal layers not more than 8 inches in depth.
Each layer shall be separately, and thoroughly, compacted. Compaction equipment shall be operated over the entire width of each layer until visible deformation of the layers ceases. At least 3 passes shall be made over the entire width and length of each layer.
Placing individual rocks or boulders with more depth than the allowed layer thickness shall be permitted, provided the embankment will accommodate them. Such rocks and boulders shall be at least 6 inches below the subgrade. They shall be carefully distributed and the voids filled with finer material, forming a dense and compacted mass. Compaction shall be accomplished by using one or more of the approved equipment options listed below:
ROAD SEGMENT FILLS COMPACTION OPTIONS
[*All road segments.]
Crushed Rock. The rock shall be uniformly mixed and spread in layers on the approved roadbed. Each layer of crushed rock shall be moistened or dried to uniform moisture content suitable for maximum compaction and compacted in layers not to exceed 6 inches in depth. When more than 1 layer is required, each shall be shaped, compacted, and approved by STATE before the succeeding layer is placed.
