About this file

This is an Independent Government Cost Estimate (IGCE) and justification document for a federal supply contract. The National Oceanic and Atmospheric Administration (NOAA), through the National Weather Service (NWS) and National Data Buoy Center (NDBC), is procuring six (6) 3-meter VE Buoy Frame Assemblies with a total contract value of $148,962.00. The procurement is set as a single-source acquisition with a performance period beginning May 31, 2026, and ending 180 days after award. The estimated unit price for frame fabrication is $24,827.00 per assembly, based on a previous 2025 purchase price of $22,570 adjusted for general inflation and petroleum cost deltas. The solicitation uses FAR Part 13 Simplified Acquisition Procedures and is set aside 100 percent for small business entities under NAICS code 332999. All offerors must be registered and active in the System for Award Management (SAM.gov) with a valid Unique Entity Identifier (UEI) to be eligible for award.

The buoy frame assemblies are critical components of the Coastal Weather Buoy network that provide real-time, continuous meteorological, climatological, and tsunami data for maritime safety and tropical storm forecasts. NDBC operates 106 Coastal Weather Buoy platforms throughout the Atlantic Ocean, Pacific Ocean, Great Lakes, Gulf of America, and Caribbean Sea. The contract supports compliance with 15 U.S. Code 313 and addresses end-of-life system replacement as part of an observational systems network hardening effort to increase data availability during severe weather events. The point of contact is Brett Taft (brett.taft@noaa.gov), with approval required by February 2, 2026. The IGCE basis reflects previous procurement pricing with adjustments for inflation and material costs, with no labor, travel, or other direct costs included in this supply-only contract.

Description

· What is it? The contract is for the procurement of six (6) 3m VE Buoy Frame Assemblies that are a core component of Coastal Weather Buoy (CWB) stations that provide real-time 24x7x365 mission critical marine observations that contribute directly to maritime safety and tropical storm forecasts. NDBC deploys and manages an enhanced observational network of buoys providing real-time meteorological, climatological and tsunami data in the open ocean and coastal zones surrounding the United States as part of the Marine Observation Program for NWS.

· Is it statutorily required? Statutorily required in order to uphold 15 U.S. Code 313, the Secretary of Commerce shall have charge of the forecasting of weather, the issue of storm warnings, the display of weather and flood signals for the benefit of agriculture, commerce, and navigation, the gauging and reporting of rivers, the maintenance and operation of seacoast telegraph lines and the collection and transmission of marine intelligence for the benefit of commerce and navigation, the reporting of temperature and rain-fall conditions for the common interests, the display of frost and cold-wave signals, the distribution of meteorological information in the interests of agriculture and commerce, and the taking of such meteorological observations as may be necessary to establish and record the climatic conditions of the United States, or as are essential for the proper execution of the foregoing duties.

· Explain program purpose and tie to mission - NDBC owns and operates 106 Coastal Weather Buoy platforms located throughout the Atlantic Ocean, Pacific Ocean, Great Lakes, Gulf of America, and Caribbean Sea. Current systems have reached the end of life and these sensors are part of an observational systems network hardening effort to produce more robust and reliable observational platforms to increase data availability during severe weather events. The buoy frame assemblies are part of the Coastal Weather Buoy platform which provide meteorological measurements that are critical for maritime safety and forecasts. These hulls are essential for NDBC to operate and maintain the Coastal Weather Buoy and continue to perform their NWS mission.

· Explain what the contract does - The contract provides for the procurement of six (6) 3m VE Buoy Frame Assemblies directly used in the NDBC Coastal Weather Buoy Network.

· Impact if not awarded - If not awarded there will be a loss of marine observations at these strategically placed Coastal Weather Buoy platforms and a resultant degradation of marine forecasts and tropical storm predictions having a negative impact on vessel traffic safety.
