About this file

This document is an attachment template for contractors to complete and submit with their contract proposals detailing test methods, equipment, and capacity for fuel property testing.

Attachment B requires contractors to specify testing capabilities across two separate test slates. Test Slate 1 encompasses nine fuel properties: Acid Number, Appearance (number rating and qualitative) at 25°C, Lubricity (HFRR), Sulfur, Particulate Contamination, Storage Stability, Water and Sediment by Centrifuge, and Trace Elements. Test Slate 2 includes a more extensive list of 19 fuel properties: Acid Number, Appearance, Ash, Biodiesel, Carbon Residue (10% Bottoms), Cetane Index, Color, Cloud Point, Density at 15°C, Flash Point, Lubricity (HFRR), Pour Point, Sulfur, Viscosity at 40°C, Particle Count, Particulate Contamination, Water, Demulsification at 25°C, and Storage Stability. For each fuel property listed, contractors must identify the specific test method employed, manufacturer and model of equipment used, per-day total testing capacity, and volume of fuel required per test. The template concludes with a line item for total fuel volume required for testing in each slate. Contractors must complete all applicable fields and provide accurate capacity and resource information to support their proposal submission.
