Technical Specifications Summary: Department of Public Safety Standards Vehicle Access Gates Replacement
This is a technical specifications document prepared by Hennebery Eddy and Fluent Engineering, Inc. for the Oregon Department of Public Safety Standards (DPSST) Vehicle Access Gates Replacement project located in Salem, Oregon. The project involves removal and installation of main campus entry and exit gates, replacement of the existing intercom system, and associated electrical and structural work. The work must be completed by June 30, 2027. The specifications cover multiple construction divisions including demolition, cast-in-place concrete, electrical systems, access control, fencing and gates, and miscellaneous specialties. The project requires compliance with the 2025 Oregon Structural Specialty Code, 2021 Oregon Energy Efficiency Code, and applicable plumbing, mechanical, fire, and electrical codes. Bi-weekly progress meetings are mandated, and the general contractor must submit a detailed construction schedule with activities not exceeding 20 days in duration prior to work commencement.
The specifications establish extensive quality assurance and submission requirements, including delegated-design responsibility for concrete footings and engineered drawings for gate posts and foundation structures. Unit prices are required for numerous access control items, including TagMaster windshield tags, headlight tags, cards, and ISO combi-cards in quantities ranging from 20 to 1,000 units with varying programming hours. Electrical work includes general provisions, demolition, building wire and cables, grounding, raceways, access control systems, and related infrastructure. The contractor assumes responsibility for all temporary facilities, site protection, waste management, and compliance with environmental regulations. Training requirements include two hours of general system training, two hours for gate operators, and four hours each for RFID and camera/call button systems, with recorded sessions and operation manuals to be provided to the owner. A one-year warranty on all work, materials, and equipment is required, with additional warranties specified in individual sections.
