Yellow Parking Lot Upgrades Project

This is a technical specifications document for the Oregon Department of Administrative Services' Yellow Parking Lot Upgrades project located at 860 Marion Street NE, Salem, Oregon. The project involves full demolition and reconstruction of an existing gravel parking lot into an improved paved parking lot with multiple enhancements. Work scope includes new landscaping, lighting systems, relocated pay stations, upgraded electrical infrastructure, electric vehicle charging stations, signage, pavement striping, and a new storm water management system designed to provide both water quality and quantity control. The project manual, prepared by APEX Project No. 25010630, is organized under Construction Specifications Institute (CSI) format and includes 33 divisions of specifications covering general requirements, existing conditions, concrete, electrical, earthwork, exterior improvements, and utilities. The contractor must establish a pre-construction conference within seven days after Notice to Proceed and attend a pre-landscape construction meeting scheduled seven days before landscaping work begins. Project progress meetings will be held bi-weekly throughout construction, with an updated schedule required with each payment application. The parking lot serves the state legislature and must meet current City of Salem standards.

The contract award methodology is a lump sum basis to the responsive bidder submitting the lowest total for the base bid and selected alternates. Base bid work includes full demolition, grading, paving, landscaping, electrical upgrades, EV charging infrastructure, and storm water systems. Eleven unit price items are specified for potential variations, including bioretention materials, curb work, asphalt pavement replacement, concrete paving, wheel stops, and painted striping. Two alternate bids are available: Soil Cells installation ($) and point-to-point camera systems ($). The contractor is responsible for obtaining all necessary permits from the City of Salem Building Department, with permit fees to be reimbursed without markup by change order. All testing specified in civil and structural specifications is to be paid by the Owner. Substitution requests must be submitted electronically no later than the deadline specified in the Invitation to Bid, with Engineer approval required before installation. Final payment, including operation and maintenance manuals and warranty documentation, must be submitted before final project acceptance. The project requires coordination with multiple trades and subcontractors, comprehensive waste management and recycling procedures, tree and plant protection measures, and delivery of record documents in PDF format on thumb drives at 25%, 50%, 75%, and final completion stages.
