About this file
This Technical Specification document outlines the detailed requirements for paper, continuous feed, offset book and bond, roll, and folio products for multiple California state agencies, including the Franchise Tax Board, Office of State Publishing, Department of Motor Vehicles, and Employment Development Department. The specification encompasses ten distinct product categories: continuous feed stock for high-speed digital printers, OCR bond paper in recycled and virgin formulations, offset book paper in recycled stock, uncoated recycled folio, inkjet-treated paper, VRC tag stock, chipboard, and slip sheets. Each category includes specific configurations, material compositions, performance characteristics tested according to TAPPI standards, workmanship requirements, and environmental specifications. The Request for Information is voluntary and seeks market intelligence on product availability, manufacturer qualifications, and supplier capability to serve state agencies statewide. Responses were due October 8, 2026 at 5:00 p.m. PST. The anticipated formal Invitation for Bid or Request for Proposal will be released in December 2026, with an estimated annual contract value of $5 million and an anticipated term of two years with three optional one-year extensions.
All paper products must comply with rigorous technical specifications including basis weight tolerances, brightness and opacity levels, smoothness and tear strength measurements, and moisture content parameters. The specification mandates compatibility with specific state equipment such as Canon OCR printers, Xerox high-speed systems, and offset printing presses. Key performance requirements include freedom from defects affecting appearance or serviceability, proper roll winding tension, limitations on splices and splice placement, and restrictions on mill reprocessing or re-rolling. The specification emphasizes Environmentally Preferable Purchasing through requirements for postconsumer recycled content (minimum 30 percent for most products) and mandatory manufacturer certification through Forest Stewardship Council or Sustainable Forest Initiative Chain of Custody registries. All paper products must be free from wrinkles, holes, tears, loose fibers, lint, and other defects that could compromise equipment performance or product quality.
