About this file
This is a Request for Information (RFI) Questionnaire issued by the California Department of General Services, Procurement Division (DGS-PD) for the development of a statewide contract covering continuous-feed paper, offset book and bond paper, roll paper, and folio products. The RFI seeks market intelligence from suppliers and manufacturers regarding product availability, sourcing capabilities, and current market conditions. RFI responses are due October 8, 2026 at 5:00 p.m. PST, with participation being voluntary and non-binding. A formal Invitation for Bid or Request for Proposal is anticipated for release in December 2026. The resulting statewide contract will be mandatory for state agencies and available for local governmental entities, with an estimated annual contract value of $5 million. The anticipated contract term is two years with three optional one-year extensions.
The questionnaire requests detailed information on supplier certifications, subcontracting opportunities, inventory capabilities, domestic and international sourcing options, and product specifications including chipboard sizes and grades, slipsheet colors, and 100# tag roll stock dimensions. DGS-PD specifically solicits feedback on Environmentally Preferable Purchasing (EPP) attributes, including the feasibility of implementing a minimum 30% post-consumer recycled content requirement across all products. Suppliers are invited to identify any technical specifications that may restrict competition, increase costs, reduce availability, or conflict with standard industry practices. All costs associated with developing RFI responses are borne by suppliers. Questions regarding the RFI should be directed to Willie Orphe at (279) 946-8393 or willie.orphe@dgs.ca.gov.
