STATEMENT OF WORK

Background:

The North Florida/South Georgia Veterans Health System has a requirement to replace chilled water (CW) pumps #1, 2, and 3, the associated variable speed drives, isolation and check valves and install a closed loop water treatment system for the A-wing CW plant.

CW Study conducted by AKEA in OCT20-FEB21 utilizing PIPE-FLO hydraulic analysis shows that the A-wing CW pumps are inadequate. Existing pumps have only 95 feet of head, the model calculations show a requirement for 170 feet of head. All three (3) CW pumps need to be changed from 50HP to 100 HP to provide required flow of 4905 GPM with 170 feet of head. Will require replacement of associated isolation valves, strainers and check valves as well.

Additionally, this provides an opportunity to provide a chemical free closed loop water treatment system to the A-Wing CW plant. Increase in pump size and associated piping and valves is required to increase chilled water flow in Building 1 of the main hospital to correct flow deficiencies throughout the chilled water system determined during the study.

Objective:

A qualified contractor must be brought in to replace existing 50 HP CW pumps 1, 2 and 3 with

100 HP pumps. Additionally, remove and replace existing isolation and check valves, strainers and variable speed drives. Install a closed loop, chemical free, water treatment system.

Connect the variable speed drives to the Desigo BAS

Salient Characteristics:

• 3 ea. – horizontal split case double suction pumps with premium efficiency 100HP motor, 1750RPM, TEFC enclosure, 460VAC, 3 phase, 60Hz, 1580GPM @ 170 FT head, with AEGIS grounding rings (complete pump/motor skid assembly)

• 3ea. – variable speed drives, 460VAC, 3 phase, 60Hz, 100HP, NEMA 12 enclosure, electro-mechanical bypass, BACnet MSTP

• 3ea. – 10”, 125# cast iron gate valves

• 3ea. – 10” 125# flanged cast iron globe valves

• 3ea. – 10”, 125# cast iron swing check valves

• 3ea. – 10” flanged cast iron strainer with blowdown

• 1ea. – closed loop water treatment system with continuous side stream treatment for:

o removal of dissolved oxygen o Filtration of ferrous metal & other particulate & Removal of existing metal & scale deposits o Includes No-Salt Conditioner o Fully programmable with automatic backwash o Stainless steel insulated tank o Includes Pump for correct DP across filter.

o No Chemicals Required

Scope of Work:

• Coordinate all work with the Contracting Officers Representative (COR) and Engineering Operations Supervisor who will report all findings to the Contracting Officer (CO)

• Remove existing 50HP CW pumps #1, 2 and 3 and associated isolation valves, check valves and strainers.

• Provide and install new 100HP CW pumps and associated isolation valves, check valves and strainers.

• Remove existing variable speed drives.

• Provide and install new variable speed drives for new 150HP CW pumps #1, 2 and 3 and connect variable speed drives to the Siemens Desigo BAS.

• Provide and install a close loop, chemical free, water treatment system for the A-Wing CW loop.

Qualifications/Certifications

• The contractor shall be qualified and have the required levels of professional and technical experience to perform the work required by this statement of work.

• The contractor and all individuals working on the project site must have the OSHA Certified 10-hour construction safety course. OSHA Certified 30-hour construction safety required for supervisor.

Safety Regulations

• All OSHA safety regulations shall be observed during the project.

• The VA Safety Officer shall have full authority to see that the contractor obeys all safety rules and regulations relative to the fulfillment of this project.

• Provide the necessary barricades/signage where required.

Scheduling and Hours of Work

• All work in areas involved shall be scheduled with the COR.

• Work shall be scheduled for proper execution to completion of this contract.

• Hours of work: work to be accomplished Monday through Friday from 0800-0000, or on weekends as required to minimize to disruption to the hospital.

• Provide at least 15 working days advance notice for any required A-Wing chilled water system shutdowns.

• The 10 holidays observed by the Federal Government, are New Year’s Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas or any other day specifically declared by the President of the United States to be a national holiday.

Kick-Off Meeting:

The Contractor shall have a kickoff meeting within fifteen (15) days after award, in person at the designated installation area located at the Malcom Randall VAMC with the CO, COR and any other essential VA Staff.

Key Components:

This requirement shall be performed by qualified contractor and contractor personnel that has the capability and expertise to meet or exceed all technical specifications herein. Pump/motor skid assembly must fit current footprint. Pumps, motors, and variable speed drives must meet all

NFPA, EASA, ANSI, FM, and UL standards. Expect delivery within 90 days of award.

Delivery:

• Any equipment to be delivered shall be coordinated with the CO and COR prior to delivery. All deliveries will be Monday – Friday (Excluding National Holidays), 8am –

4:30pm:
