RFI: Contractor Questions VA Response: Answers

Recently VA personnel at the Gainesville VA were unloading equipment for a contractor with a forklift. Will the VA be providing this service to potential bidders on this project?

If qualified personnel and equipment are available

- could be used. However, the VA accepts no responsibility for damages in assisting a contractor in unloading equipment and or material.

During the Site Visit, Siemens Rep was stating the VFD's had to be purchased through Siemens for this project. VA personnel was stating the VFD had to be compatible with the Siemens controls.

Which Statement is correct? If it is only to be a compatible VFD, what are the communication requirements for it to be compatible?

VFDs are not required to be purchased from SIEMENS. Must be BACnet compatible, and work with Siemens without the use of any converters or gateways. Must interface with SIEMENS Desigo for control, start/stop, reference etc.

Due to the above issue, is it possible to have the VFD material and labor for programming adjustments separated in the CLIN/SF1449? No issue if the drives are BACnet compatible.

Please verify the pneumatic valves are to be replaced with isolation valves, not just abandoned in place with new handles?

Should two or three after hours shutdowns be anticipated when switching out the pumps? Should shutdown work be planned during the weekend?

Three shutdowns expected unless you plan to shut down once and change all three sets of isolation valves, then use the isolation valves to secure the CW for each pump change out. May also require additional shutdown to plumb in the water treatment equipment.

Please verify that the water treatment system to be installed can be place behind the new pumps on the wall where a VA workbench currently sits. If not on the wall, where should the system be placed yes, the water treatment system can be placed where the workbench is against the wall.

What is the basis of design for the new water treatment system?

Easy water - side stream filtration capability of 25GPM. System quoted by Florida Hydronics.

It was discussed Demandflow is currently being installed in the Building and is nearly completed. Does the change in pump parameters require additional controls interfacing with Demandflow, or does the Demandflow points, sequence, etc,. follow completion or separation of scope from this project?

Demand Flow is complete, it will control the drives just as it does now. No additional follow-on or separation in scope is required.

Are Mechanical engineering or drawings required within the scope of this project, beyond the characteristics defined in the Scope of Work?

No, only require drawings within the scope of the project - pumps, valves, VFDs and water treatment system and associated piping and wiring.

The Salient Characteristics of the Pumps are shown as 100 HP pumps and the Scope of Work states 150 HP pumps, please advise the correct pump HP. 100HP pumps

Please verify that once one pump is replaced the other two pumps can be down at once.

For a short period. Prefer to have a shutdown to replace the isolation valves, then one pump at a time can be taken down and replaced without taking down the A-Wing Chilled water loop completely.

Please verify the work includes changing out the breakers, conduit and wiring if required for the new pumps. Also, will the panels feeding the pumps handle the increase, or will a new panel need to feed the pumps from a remote room?

Yes, includes changing out the breakers, conduit and wiring if required for the new pumps. Panel currently has capacity to support the new pumps.

Insulation is not noted in the Scope of Work, a Contractor at the site visit commented that since it is not included it is probably going to be handled by the VA, is this correct? Or should insulation be included within the scope of this project?

If required by the Scope of Work, what are the requirements for the insulation.

Insulation is required and should be included in the scope of work, match existing insulation on the CW pipes

Does the controls require any change to sequence of operations? If so, what changes are required? No control changes required

Do the controls require changes to the graphics? no changes to the graphics require

Who is the Owners preferred controls vendor, as it regards the VA's DDC controls Specs

No controls work required other than reconnecting new VFDs to existing BAS wiring. GVL VAMC has standardized on the Siemens Desigo BAS. Any new component must be BACnet compatible and able to communicate with Siemens Desigo with no gateways or converters required.

Beyond disconnecting and reconnecting the controls, what is required beyond a controls electrical subcontractor to perform pursuant to the solicitation? No additional controls requirements.

There are some discrepancy between the ‘salient characteristics’ in your SOW and what is actually on site.

Salient Characteristics states

(3) 125# 10” gate valves

(3) 125# 10”strainers with blow down What’s actually on site are

(6) 125# gear driven butterfly valves

(2) 125# 10” spring check valves

(1) 125# 10” triple duty valve

(3) 125# 10” strainers with blowdowns

Our question is - are we replacing what’s existing with new, or are we pricing what’s on the ‘salient characteristics’ list.

To replace what’s actually on site would be a lot less intrusive than going with the salient list. The ‘salient list’ is a major re pipe, with very little room to put gate valves in. We would recommend replacing the flexes off the pumps, I don’t see where it states to replace them.

Replacing existing with new using the salient characteristics. Replacing the isolation valves on supply and discharge, replacing the check valve and the strainer with blowdown. Expectation is new valves will require new spool pieces and or flex connections.

Re: Controls We understand that Seimens will be handling the controls. Are we to include their price in our quote or does the VA have a contract with them directly?

No controls work required other than reconnecting existing BAS connection to new VFDs.

No brand requirements must meet salient characteristics and fit within current footprint.

Are we providing a electrical sub or excluding electrical.

Electrical will be required for new wiring, possibly conduit and breakers, etc. changing from 50HP to 100HP pumps, as well as wiring in the power for the new water treatment system.

Do the concrete pump bases remain or get demolished due to being to small for 100 HP pumps If pump pads get demolished , will the new pumps sit on inertia pads

Pump skids can be directly mounted to the concrete slab. Inertia pads are not required. The original concrete pump bases should be demolished to provide space for the new pumps and motors.

Is there a spec on the new ISO valves, check valves, and strainers. Rated at 125#, must meet salient characteristics.
