Statement of Need
Background:
The Lake City VA Medical Center located at 619 S Marion Ave Lake City, Florida has a Brand Name OR Equal requirement to replace a total of three (3) air-cooled chillers. Two (2) Air-Cooled chillers servicing the Operating Rooms in Building 64 and One (1) Air-Cooled chiller servicing building 38. The current Chillers are having major mechanical failures beyond repair.
Objective:
Disconnect and remove two existing OR chillers and three chilled water pumps from their location on the roof of Build 64. Disconnect and remove one chiller from the north side of building 38.
Existing Chillers need to be removed from the site by the contractor and disposed of. The three new Chillers and pumps shall be delivered, installed, tested, commissioned, and put into operation.
Scope:
Site-Visit (See attachment A, page 11) is required to verify utilities, connection points and sizing for all three chillers, plus verify the current roof platform dimensions (OR Chillers), and the current chiller pad for building 38. Disconnect the current three Air-Cooled Chillers, remove from their existing locations, and dispose of old equipment. Install the new Chillers on the platforms or pad where the old chillers were located and connect to the current electrical and chilled water systems.
Connect the chillers, CW pumps to the Siemens BAS system and program.
• Disconnect all existing chillers to include all mechanical and electrical utilities and dispose of existing equipment.
• Deliver three (3) air-cooled chillers and three (3) chilled water pumps.
• Remove all old chillers and pumps install new equipment.
• Two (2) new chillers are to be installed on the old chiller platforms on the roof of Building
64 and install One (1) chiller on the north side of building 38 on the old chiller pad inside the walled chiller area.
• Expand and upgrade the current platform as needed to support the new OR Chillers.
• Expand and upgrade the cement pad as needed to support the new Building 38 Chiller.
• Provide and install High humidity/low evap. insulation.
• Provide and install comprehensive sound package for OR Chillers.
• Provide and install Architectural louvers.
• Provide and install spring isolators (If needed)
• Provide and install new manual isolation valves, gauges, and thermometers on each chillers supply and return piping.
• Provide and install new expansion tanks for OR chillers and insulate.
• Reinsulate all the CW supply and return piping from the Chillers to CW water pumps and
AHU.
• Provide and install three new Chilled Water Pumps and motors for OR chillers. Pumps shall be equivalent to existing pumps.
• Provide and install BACnet MS/TP communications card for each chiller.
• Provide and install new starter / motor controls for each CW pump.
• The contractor reconnects the new chillers to the current chiller water piping.
• Provide and install new electrical disconnect at all Chillers.
• All unit controls shall be housed in an outdoor Nema rated weather tight enclosure.
• Connect chillers and pumps to the Siemens Desigo Building Automated System (BAS).
• Chillers must be operated and monitored via BAS.
• Provide graphics for the chiller in the BAS.
• Provide graphics for the CW pumps in the BAS.
• Provide for chiller alarms in the BAS.
• Test Operation of Chillers
• Ensure the OR Chillers maintain proper chiller water temperature, flow, and differential pressure to provide optimum Chiller performance and maintain the Operating Room temperature and humidity.
• Ensure the Building 38 Chiller maintains proper chiller water temperature, flow, and differential pressure to provide optimum Chiller performance and maintain patient room temperature and humidity.
• Ensure the all the OR CW pumps maintain proper chilled water temperature, flow, and differential pressure to provide optimum Chiller performance and maintain the Operating Room and patient rooms temperature and humidity.
• Put the three Chillers into operation and commission.
• Provide all documentation to the Contracting Officers Representative (COR). Also, provide an electronic version of the documentation including warranties and guaranties.

Qualifications/Certifications
• Personnel shall be qualified and have the required levels of professional and technical experience to perform the work required by this statement of work.
• Individuals working on site must be OSHA Certified.
• Phone and/or in-person kick off meeting after award.
Safety Regulations
• All applicable safety regulations shall be observed during all the work of this contract.
• The VA Safety Officer shall have full authority to see that the contractor obeys all safety rules and regulations relative to the fulfillment of this contract.
• Provide the necessary barricades/signage where required.
Scheduling and Hours of Work
• All work shall be scheduled with the Contracting Officer (CO) and the Lake City VAMC Point of Contact. (POC).
• The 10 holidays observed by the Federal Government, are New Years Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas or any other day specifically declared by the President of the United States to be a national holiday.
