PIPELINE HAZARDOUS MATERIAL SAFETY ADMINISTRATIONSTATEMENT OF WORK

PHMSA’s National Training and Qualifications Branch (NTQB), Oklahoma City, has identified the need to provide training to investigators, headquarters staff and other federal and state authorities on HMR prescribed stack testing prescribed in § 178.606. The training on HMR requirements includes guided load and dynamic compression on plastic and steel single packaging and fiberboard combination packaging.

The purpose of this requirement is to procure a validator compression tester to perform compression and resistance tests to packaging according to International Standard specifications. With technical assistance from PHMSA’s outside tester, U.S. Army Packaging Storage and Containerization Center, on the stack test equipment they use and is readily available from commercial sources to meet NTQB training needs, the following technical requirements are specified to aid in quote sourcing:

1. 90 cm vertical height for containers as tall as 55-gallon drums

4. Input constant load and constant rate applications

4. Record load within 1% =/- of applied load

4. Measure deformation of container @ 0.5 in. within ±2.5% of the measured value

1. Feet to limit movement and vibration

1. NIST signed Certificate of Calibration

1. Documentation (2 hard copies and PDF version)-

8. Parts lists, recommended spares, listing of consumables, technical data/specification sheets, maintenance instructions, troubleshooting guide and accessory list, warranty and software if applicable

Delivery and Installation

1. Shipping cost to NTQB shall be included in the price quote.

1. Contractor shall be responsible for delivery of crated items and placement at location determined by NTQB in testing area via ground level dock

1. Contractor shall provide a detailed listing of all installation requirements to include, as a minimum, utility, floor-space, foundation

1. Contractor shall provide installation included in the price quote.

2. Delivery and installation shall not occur until future date when test area is ready. Delivery date will be arranged with contractor and for normal working hours of 08:00 – 16:00

2. Contractor shall provide a pre-delivery notice to the Government Contracting Officer and Contracting Officer Representative

1. Contractor shall provide training and demonstrate features and functionality as part of acceptance testing immediately after install and setup

1. Contractor shall verify input and responses to PC are functioning correctly for constant rate and constant load testing.

4. Contractor shall calibrate instrumentation to standards traceable to National Institute of Standards and Technology (NIST) including, but not limited to calibration of load cell and verification of cross head speed and displacement

1. Contractor training shall include

5. Hands-on, step-by-step instructions with references to applicable user manual information and test method standards in HMR 178.606.

5. Instruction on the systems safety procedures and features

5. Instruction geared specifically toward a system operator/test engineer

5. Instruction geared specifically toward system maintenance and upkeep

5. Measures necessary to provide optimum performance and maximum system life.

1. Contractor shall provide a standard one (1) year warranty on parts and onsite labor for all performance requirements.

6. This warranty excludes any damage caused by the customer through misuse or abuse.

6. Contractor shall provide a listing of all procedure that need to be carried out as part of preventative maintenance (PM) and the suggested frequency of the PM.
