About this file
This Statement of Work (SOW) details a contract for toilet pumping services for the Chequamegon-Nicolet National Forest's west zone, covering recreation sites in Taylor, Price, Sawyer, Bayfield, and Ashland Counties in Wisconsin. The vendor will be responsible for pumping human waste from over 100 vault toilets, holding tanks, and septic tanks on an as-needed basis, with an estimated 100 pumping requests between May and October during the base year contract period.
Key service requirements include providing pumping within five business days of request, operating Monday through Friday (excluding federal holidays), disposing of waste per Wisconsin Department of Natural Resources regulations, and maintaining site cleanliness. The Forest Service will unlock tank access and handle general toilet cleaning, while the vendor must empty tanks, leaving only residual waste. The contract allows for potential additional pumping beyond the initial 100 requests, with the Forest Service prepared to add funding if necessary. The service will cover the entire west zone of the national forest, with precise locations detailed in an accompanying map and facility list.

Statement of Work
Project: CNF-CON FDDS-West Zone Toilet Pumping FY25
Vendor will be responsible for pumping human waste from campground or administrative vault tanks, holding tanks, and septic tanks on the west zone of Chequamegon-Nicolet National Forest (Taylor, Price, Sawyer, Bayfield, and Ashland Counties) recreation sites. The vendor will be responsible for disposal of waste per Wisconsin Department of Natural Resources requirements.
The service will be on an as-needed and on-call basis. The service must be provided within five business days of the request. Pumping shall occur Monday – Friday (excluding Federal Holidays).
The Forest Service will unlock the tank access before or during the service. The vendor shall lock and close the access after the service, if Forest Service staff are not present, and there is a means to lock and close the access.
The vendor shall leave the buildings and site in the same level of cleanliness as it was before pumping started. The tanks shall be emptied to the extent that only residual waste remains.
The Forest Service is responsible for general cleaning of vault toilets and providing toilet paper.
There are over 100 vault toilets, holding tanks, and septic tanks. See map and list of facilities.
Provide services for one base year. The Forest Service estimates there will be approximately 100 pumping requests per year between May and October but there may be more or fewer than 100 pumps per year. The Forest Service may request additional pumping beyond 100 if the need arises and will add funding to the contract if necessary. Not every tank is pumped every year.
