Statement of Work Summary: FDC SeaTac Water Heater Replacement
This is a Statement of Work for the Federal Bureau of Prisons facility replacement project (Project 24Z6AQ2) located at FDC SeaTac, 2425 S. 200th Street, SeaTac, WA 98198. The project requires the removal and disposal of four existing Lochinvar Copper-Fin II CFN1802PM water heaters and installation of four new Lochinvar Copper-Fin II CFN1802PM units with the latest SMART SYSTEM control platform. The contractor must provide all labor, materials, equipment, and incidentals for safe disconnection of natural gas, electrical, and water utilities; proper disposal of old equipment at a certified recycling facility; and complete installation in compliance with the National Fuel Gas Code, National Plumbing Code, National Electrical Code, NFPA standards, and local Washington State environmental laws. New units must achieve a minimum 85% thermal efficiency, fit within designated mechanical room footprints with 24-inch clearances, and connect to 1,800,000 BTU/hr natural gas supply with 2-1/2" NPT water connections and direct-vent DirectAire venting systems.
Federal security and network isolation requirements mandate that all SMART SYSTEM controls function autonomously offline with the CON·X·US® Wi-Fi module omitted and all wireless broadcasting physically disabled. Building Management System communication is restricted to hardwired RS-485 Modbus or 0-10 VDC signals with no internet-facing gateways permitted. The contractor must perform certified start-up and testing through a Lochinvar Factory-Authorized Service Provider to validate warranties, provide comprehensive closeout documentation including final O&M manuals and the completed Lochinvar Factory Start-Up Form, and deliver a minimum of two hours on-site training for facility staff. Normal working hours are 6:00 am–2:00 pm, Monday through Friday, with all contractor personnel requiring security clearance (NCIC form submission) prior to facility access. The contractor must maintain clean worksites, coordinate all deliveries between 7:00 a.m. and 12:00 p.m., and store tools and equipment in designated secure containers with dual-lock systems. All contractor personnel require daily escort assignment while on-site, and the facility will provide designated parking, electrical access (120v), non-potable water for construction tasks, and on-site restroom facilities.

The Government is not responsible for reduced hours due to institutional emergencies or routine worker entry/exit protocols.
3. Contractors must allocate time for security procedures such as check-in screenings, delays caused by inmate movements, lockdowns, or emergencies. In the event of an emergency, contractors will be directed to secure all tools, equipment, and materials. If necessary, they will be escorted out, with work resuming only after the emergency is resolved by FBOP's determination.
