About this file

This is a Product Description attachment for a Department of Veterans Affairs (VA) requirements contract for irrigation pumps used in endoscopy procedures. The VA is seeking vendors to provide Steris ENDOGATOR EGP-100 and ENDO-STRATUS Irrigation Pumps or equal products that meet specified salient characteristics. The contract is structured as a Firm-Fixed Price (FFP) requirements contract with a base period of 12 months followed by four optional 12-month renewal periods. The solicitation includes 31 contract line items (CLINs) covering main pump units, replacement components, tubing sets, and accessories compatible with various endoscope brands including Olympus, Pentax, and Fujifilm. Only new original equipment manufacturer (OEM) products are acceptable; refurbished, remanufactured, and gray market items are explicitly prohibited.

Vendors offering equal products must demonstrate compliance with seven salient characteristics: user-selectable flow rate settings, specified maximum irrigation pressure ranges, hands-free start/stop capability via footswitch, compatibility with GI endoscopes, use of daily-use disposable tubing sets, FDA 510(K) clearance for U.S. sale, and a minimum one-year manufacturer warranty. Technical evaluation will assess design features including connector compatibility and endoscope integration, performance metrics such as water jet functionality and adjustable flow range, patient safety features including alarms and protective shutdowns, and warranty and training support. Vendors must complete a salient characteristics compliance chart identifying where each requirement is addressed in their technical literature and include this chart with their submission for consideration.

NON-EXPENDABLE EQUIPMENT:

Steris® ENDOGATOR™ EGP-100 and ENDO-STRATUS Irrigation Pumps for Endoscopy or Equal

Prepared By:

Enterprise Procurement Office Department of Veterans Affairs 5202 Presidents Court, Suite 103 Frederick, MD 21703

1. SCOPE OF WORK:

The Veterans Health Administration (VHA) Non-Expendable Equipment National Program has identified the Pumps: Irrigation for Endoscopy product line as a candidate for a VA-wide (otherwise referred to as “national”) contract.

Pumps: Irrigation for Endoscopy are pumps designed to deliver liquids (i.e., irrigate) to a cavity or other specific area of the body. These pumps typically consist of a central unit with a pumping (e.g., peristaltic) mechanism; a control (e.g., a valve, clamp, or manual or footswitch) to regulate the rate of the irrigation; and detachable (frequently disposable) tubing appropriate for irrigation of the intended body cavity or area. Irrigation pumps intended for particular equipment such as surgical, dental, and nasal irrigators are available; dedicated irrigation pumps intended for use with appropriate tubing coupled to irrigation catheters or cannulas are also available.

The proposed acquisition is for a Requirements Contract with Firm-Fixed Price (FFP) orders IAW FAR 16.503, Requirements Contract. This requirement will be solicited and awarded as “Brand Name or Equal” which requires the offeror indicate that each product being offered as an “equal” product to the Steris® Endo-STRATUS™ and Endo-GATOR™ Irrigation Pumps.

The Contractor must demonstrate the ability to meet all requirements for the solicitation. The objective is to provide Pumps: Irrigation for Endoscopy to be used by clinicians throughout the VA medical centers and facilities. The period of performance is for a base of 12-months with four 12-month option periods.

2. REQUIREMENT

This requirement will utilize brand name or equal product descriptions which requires the quoter indicate that each product being offered as an “equal” product to the Steris® ENDO STRATUS™ and ENDOGATOR™ Irrigation Pumps meets the firm requirements of the identified salient characteristics. For each equal product, the offeror must include a description reflecting the salient characteristics (SC) and level of quality that will satisfy the salient physical, functional, or performance characteristics of the equal product(s) specified in the solicitation. The quoter must also clearly identify the item by brand name (if any) and make/model number. Finally, the quoter must include descriptive literature, such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer and clearly describe any modifications it plans to make to a product to make it conform to the solicitation requirements.
