About this file
This is a Product Description document for a Department of Veterans Affairs (VA) non-expendable equipment requirements contract for cart and utensil washer/disinfector units.
The VA is seeking vendors to provide Steris Vision® 1300 Series Cart and Utensil Washer/Disinfector units or equal products for VA-wide distribution across VA medical centers and facilities. These units are designed to clean and disinfect instruments, utensils, and carts by removing blood, bone, fat, and organic debris, serving as an adjunct to manual cleaning in sterile processing departments. The contract covers a base period of 12 months with four optional 12-month extension periods. Vendors may propose equal products to the Steris Vision® 1300 Series, provided they include detailed descriptions of salient characteristics, brand names, model numbers, descriptive literature, and any modifications necessary for compliance. The solicitation includes 63 contract line items (CLINs) spanning equipment units, installation/deinstallation services, maintenance plans, training options, and ancillary components such as reservoirs, filters, racks, and seismic anchorage kits. Twelve salient characteristics must be met, including floor/pit mounting options, minimum 34 water spray jets, multiple factory-set cycles, three chamber capacity sizes (small, medium, and large), automatic doors, ISO 15883 compliance, bar code scanning, emergency stop features, interchangeable racks, one-year minimum warranty, extended maintenance plans, and user training. Technical evaluation subfactors beyond salient characteristics include Safety, Design, Performance and Efficiency, and Quality, which encompasses warranty terms, maintenance offerings, and training availability.

PRODUCT DESCRIPTION
For
NON-EXPENDABLE EQUIPMENT:
CART AND UTENSIL WASHER/DISINFECTOR
UNITS, STERIS VISION 1300®
BRAND NAME OR EQUAL
Prepared By:
Strategic Acquisition Center
Department of Veterans Affairs
1. SCOPE OF WORK:
The Veterans Health Administration (VHA) Non-Expendable Equipment National Program has identified the cart and utensil washer/disinfector unit product line as a candidate for a VA-wide (otherwise referred to as “national”) single Requirements contract award. Washer/disinfectors are designed to clean instruments and utensils by removing blood, bone, fat, and other organic debris that can adhere to surfaces and crevices, which provide a substrate for growth of microorganisms. These substances are sometimes difficult to remove, especially when dry or in hard-to-reach areas.
Washer/decontaminators are often used as an adjunct to manual cleaning of surgical instruments, which typically involves use of a soft-bristle brush to remove deposits remaining after a presoak period to reduce the biohazard risk to central supply or other healthcare workers. Use of washer/disinfectors may reduce staff exposure to risky manual cleaning of soiled instruments and ensure that cleaning is done in a consistent manner. After decontamination, the instruments are arranged in packs for final sterilization. (Washer/disinfectors differ from washer/sterilizers in that they do not have a steam sterilization cycle.)
Cart washers are designed to clean and disinfect case carts and large items such as plastic crates, containers and lids, toilet seats, and wheelchairs. Carts are classified as noncritical devices; however, they are used to transport a wide variety of medical devices and may accumulate organic debris on the surface as a result. Most washer/decontaminators are not designed to accommodate carts, so a dedicated cart washer is often included in a facility's sterile processing department (SPD).
The Contractor must demonstrate the ability to meet all requirements for the solicitation.
The objective is to provide cart and utensil washer/disinfector units to be used by clinicians throughout the VA medical centers and facilities. The period of performance is for a base of 12-months with four 12-month option periods.
2. REQUIREMENT
This requirement will utilize brand name or equal purchase descriptions which requires offerors to indicate that each product being offered as an “equal” product to the Steris Vision® 1300 Series Cart and Utensil Washer/Disinfector. For each equal product, the offeror must include a description reflecting the salient characteristics (SC) and level of quality that will satisfy the salient physical, functional, or performance characteristics of the equal product(s) specified in the solicitation. The offeror must also clearly identify the item by brand name (if any) and make/model number. Finally, the offeror must include descriptive literature, such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer and clearly describe any modifications it plans to make to a product to make it conform to the solicitation requirements.
