About this file
This document is a Class Specification for the Plumber I position issued by the Hawaii Department of Personnel Services. The specification defines the role of a fully competent skilled plumber responsible for repair, maintenance, and installation of plumbing systems and equipment. The Plumber I classification distinguishes itself from the Plumber Helper position through the performance of varied skilled plumbing work as a regular assignment and potential supervision of helpers, and differs from the Plumber II position in that supervision is primarily limited to helpers and semi-skilled workers rather than skilled plumbers. The position encompasses duties including installation and repair of heating, water, and drainage systems; maintenance of cesspools, water heaters, and pumps; installation and repair of plumbing fixtures; pipe work including cutting, reaming, and threading; sprinkler system installation and repair; blueprint reading; material estimation; and occasional task assignment and supervision of other workers.
The specification requires knowledge of plumbing trade practices, methods, safety procedures, and plumbing codes, as well as proficiency with hand and power tools, blueprint interpretation, material cost computation, and time and material estimation. The position demands the ability to perform heavy lifting and manual work, recognize workplace hazards, and follow oral and written instructions. This class specification was originally approved on September 14, 1984, with an amendment approved on October 30, 1984, under the authority of the Director of Personnel Services James H. Takushi.

This class differs from that of Plumber II in that the Plumber I performs skilled plumbing work in the repair, maintenance and installation of plumbing systems and equipment and may occasionally lead the work of other skilled plumbers, but mainly confines supervision to Plumber Helpers and other semi-skilled or unskilled workers;
whereas, the Plumber II, in addition to performing skilled plumbing work as the major work assignment, supervises the work of skilled plumbers as a continuing work assignment including setting the pace and quality of workmanship.
