K9 Vendor/Specialty Trainer for the

Hostage Rescue Team (HRT)

Critical Incident Response Group (CIRG)

Statement of Work

02/03/2025

1 Scope This requirement shall provide support services for the basic and advanced training of Hostage Rescue Team (HRT) Tactical Canines (K9) of the Federal Bureau of Investigation (FBI) Critical Incident Response Group Division (CIRG). Additionally, the contractor will be required to procure K9s for HRT and assist in developing training courses. This is a non-personal services contract. The Government shall not exercise any supervision or control over contractor employees performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government.

1.1 Description of Services/Introduction

The purpose of this contract is to obtain Subject Matter Expertise in the training and employment of HRTs Tactical K9. The contractor shall provide qualified personnel to implement training for new K9s and continued training for qualified K9 Teams to enhance capabilities for specified HRT mission sets.

1.2 Background

The focus of the HRT Tactical K9 Program is to provide HRT with tactical K9s that operate in a team environment, having the ability to fully integrate within the team and differentiate between Operators and non-Operators. The HRT K9 Program is required to maintain a high level of operational readiness for its mission sets as three K9 teams are always on a 1-hour recall status.

2 Applicable Documents None

3 Requirements The contractor shall provide qualified personnel; preferably with law enforcement or military tactical canine training experience; with knowledge and experience in the below listed training requirements to perform basic training, advanced training and performance evaluations, as dictated by mission parameters and the K9 Program Manager. The qualified personnel must be located within 2 hours of Quantico.

The contractor shall work with experienced and new handlers while conducting joint training with representatives of K9 programs with International, Federal (LE and Military), State and Local partners.

The FBI HRT’s mission covers the entire United States and training occurs throughout the United States. Overnight non-local training travel could be required as well.

3.1 Basic Training Requirements

The contractor shall conduct initial training for new FBI K9s and continue training for experienced FBI K9s on the following mission essential tasks:

a. Tactical Obedience – teaching the dog to listen to commands on and off leash in a tactical environment

b. Decoy/Aggression Building – building the dog’s aggression to the point at which then will bite a human in civilian clothes when told to do so.

c. Muzzle Work – conditioning the dog to wear a muzzle and perform all its prescribed tasks

d. Discrimination (Firearms and CQB Environments) – conditioning the dog to what the teams uniforms are and how to discriminate targets from operational personnel.

e. Explosive Detection – training the dogs to find explosive material and passively indicate their presence to the handler

f. Directional/Laser Training – teaching verbal and visible laser directional movements to the dogs

g. Tracking/Trailing – teaching the dogs to follow ground disturbance and air scent to find a fleeing suspect

h. K9 CQB – teaching the dogs using tactical obedience and capping to conduct CQB operations off leash with the operations units

i. Building and Open Area Search – teaching the dogs to use their nose to find suspects inside buildings and outside in open areas.

The contactor shall meet with the Program Manager and develop and/or update the current training course for newly procured canines that supports the HRT K9 Program. This process is an evolution and subject to change each year based on lessons learned in canine training throughout the year.

3.2 Advanced Training Requirements

The contractor shall conduct assessments and progression training on the following advanced essential tasks:

a. K9 Behavior Modification – the contractor will provide a training progression plan for any canine behavior that needs to be modified to better serve the operational needs of the program.

b. Behavior Problem Solving – the contractor will assess and unwanted behaviors and provide a progression plan to fix them

c. Bite Development and Aggression Building – the contractor will continually assess program canines bite grips and strength and continually monitor each canines level of aggression. It is the contractors job to maintain canine aggression at functional levels for the operational environment.

3.3 Acquisition and Procurement

The contractor’s constant role will be the initial selection and procurement of potential HRT K9s. The contractor will evaluate and procure all HRT canines and maintain a one year workability agreement for all procured animals. All issues that arise with each canine will be immediately brought to the attention of the contractor so they can be aware and assist in fixing the issue. If a canine is deemed unsuitable by the K9 program manager or the contractor inside the one year workability agreement, the contractor is responsible for finding an adequate replacement canine at no additional cost to the government. If a canine is deemed unsuitable by the K9 program manager or the contractor outside the workability agreement, the contractor will still be responsible for finding a replacement canine at a reasonable cost to the government. The contractor shall continually identify opportunities to better meet the operational needs of HRT.

4 Contractor Personnel

4.1 Employee Listing

The contractor shall maintain and provide upon request a current listing of employees. The list shall include employee’s name, social security number, and level of security clearance. Failure to maintain a trained and certified workforce with the technical proficiency to perform required work in this work statement shall constitute grounds for any remaining contract options not to be exercised or for termination of this contract. The qualified personnel must be located within 2 hours of Quantico.

4.2 Identification of Contract Personnel

Security requirements will require that all contract personnel, to include employees and subcontractors, wear identification badges when at the Government facility on contract start or employment start date. The ID badge shall be made of nonmetallic material, easily readable, and include employee’s name, contractor’s company name, functional area of assignment, and color photograph. contract personnel shall wear their company ID badge; a Government-provided ID badge; or both, as directed by regulations and procedures in effect at any specific Government facility, at all times when performing work under this contract, to include attending Government meetings and conferences. Each employee shall wear the ID badge in a conspicuous place on the front of exterior clothing and above the waist except when local regulations, safety, or health reasons prohibit such placement.

When attending meetings and working in facilities where their status is not obvious to third parties, contract employees are required to identify themselves as such to avoid creating an impression that they are government officials. These procedures will be in addition to other security requirements as set forth in the contract.

5 Place of Performance The primary place of performance will be at HRT Facility at the FBI Academy, Marine Corps Base Quantico, VA. The Contractor will provide a training facility for foundation training of potential K9s and maintenance training of experienced K9 teams. HRT K9 travels to other government/state owned facilities as well as private facilities to train on a regular basis, contract employees will be required to travel to maintain training continuity.

6 Period of Performance The period of performance for this effort will be as follows:

Base Period April 1, 2025 - March 31, 2026 Option Year 1 April 1, 2026 - March 31, 2027 Option Year 2 April 1, 2027 - March 31, 2028 Option Year 3 April 1, 2028 - March 31, 2029 Option Year 4 April 1, 2029 - March 31, 2030

7 Deliverables Prior to the beginning of each New K9 Training Course, the Contractor and the K9 program manager will agree upon the new course curriculum. The Contractor will provide evaluation and progress reports after each New K9 Training Course to the program manager, identifying necessary training for each K9 team to allow the Program Manager to develop future training plans.

8 Government Furnished Equipment or Information The Government will not provide equipment to the contractor and expects the contractor to provide all necessary equipment for the training of provided dogs.

9 Personnel Availability The Contractor’s normal workday when performing at government’s facilities will typically be within the hours of 8:00 a.m. and 5:00 p.m. Core work hours are 9:00 a.m. through 4:00 p.m.

The Contractor may be required to work early mornings and/or late nights. Flexibility within the normal workday shall be coordinated with the COR. This work may include weekends or government holidays.

10 Security Requirements The Limited Access Request (LAR) (formerly the Limited Background Investigation (LBI)) process is designed to ensure personnel without clearances requiring escorted access to FBI space are properly vetted through the FBI. Personnel that undergo a LAR may be permitted to work maintenance issues, construction projects, teach unclassified seminars or provide other services to the FBI on a limited basis. To be clear, persons provided an LAR have no greater privileges than anyone else being escorted into FBI space - they are not authorized to view or be exposed to Classified or Sensitive but Unclassified information, nor have system access, nor be left unescorted at any time. The value of the LAR is to ensure we are not allowing known criminals, those with open warrants, etc. access to FBI space. The LAR is a requirement for anyone who does not have a clearance and is not entering the FBI as a family member. The limited exception is for persons attending unclassified meetings in sanitized spaces under escort. If meetings become more frequent than once or twice per year, the LAR may become a requirement.

Persons with active clearances are not eligible for the LAR and must pass their clearances via official channels for any type of FBI space access.

Upon award of the contract, all personnel involved in the process must have a completed LAR consisting of checks from the Data Integration and Visualization System (DIVS), National Crime Information Center (NCIC)/Interstate Identification Index (III), Sentinel, and the Treasury Enforcement Communication System (TECS). The following forms must be accurately completed and furnished to the OSO at least 45 work days prior to the arrival of contract individual to FBI space (or as early as possible).

Failure to allot enough time to conduct the checks can result in access delays that cannot be waived.

SF-85 - Questionnaire for Non-Sensitive Positions

Visitors must adhere to all security policy, including the use of portable electronic devices, laptops, cell phones, cameras, etc. The recommended escort/visitor ratio is one escort to five visitors. The escort is accountable for the visitor(s) and any badge(s) issued to the visitor(s).

11 Government Representatives The functions inherent to this contract shall be performed by the designated Contracting Officer. The duly assigned COR shall ensure all actions pertaining to this contract are requested via the Contracting Officer.

11.1 Contracting Officer Representative

The COR will be identified via letter of COR delegation authority for this contract. The COR is responsible, as applicable, for: receiving all deliverables, inspecting and accepting the supplies or services provided hereunder in accordance with the terms and conditions of this contract;

providing direction to the Contractor which clarifies the contract effort, fills in details or otherwise serves to accomplish the contractual Scope of Work; evaluating performance; and certifying all invoices/vouchers for acceptance of the supplies or services furnished for payment.

The COR does not have the authority to alter or modify the Contractor's obligations, contract terms, conditions, specifications, or cost. If as a result of technical discussions, it is in the Government’s best interest to alter/change contractual obligations or the Scope of Work, the CO shall issue such changes.

12 Travel and Other Direct Costs Travel for contractor personnel supporting the HRT K9 teams for Training and Mission Support as required by operational needs. All travel must be conducted in accordance with Federal Travel Regulations.

Other Direct Costs (ODC) are authorized for contingency costs for K9 training and operational deployment. Prior to purchasing any ODCs, approval must be obtained by COR/CO.
