About this file

This is a Response Form (Attachment B) for Request for Responses (RFR) Number FY27-ORI-02 issued by the Commonwealth of Massachusetts Office for Refugees and Immigrants (ORI) on July 30, 2026, to procure immigration legal services. The RFR seeks one or more contractors to provide limited legal services and a legal Help Desk for income-qualified immigrants in Massachusetts. Respondents may submit proposals for Help Desk Services only, which requires at least one full-time attorney (1.0 FTE) or part-time attorney (minimum 0.75 FTE) plus support staff, or may optionally include Full Representation Services providing approximately 10 cases during the contract year. Services are anticipated to be delivered primarily online with potential in-person follow-up appointments. Respondents must identify their primary service location and geographic coverage area, including any municipal limitations. The response form requires submission of a cover letter, organizational documentation, 501(c)(3) non-profit certification, organizational chart, two business references, financial condition statements, conflict of interest certifications, and programmatic responses demonstrating relevant experience, capacity, staffing plans, and geographic coverage capabilities.

The anticipated per-contract budget for Help Desk Services only is $135,000, while Help Desk Services combined with optional Full Representation Services is $205,000, with ORI retaining discretion to adjust budgets upon award or during the contract term. Respondents must submit proposed budgets with narratives reflecting required staffing and must complete Commonwealth-required forms including W-9 forms, Supplier Diversity Program Plan forms, and acknowledgment of the Standard Contract Form, Standard Contract Form Instructions, and Commonwealth Terms and Conditions. Organizations must demonstrate sound financial condition, compliance with Massachusetts tax and reporting laws, disclosure of any bankruptcy proceedings, ongoing audits, vendor or subcontractor cancellations, litigation, or sanctions within the past three years, and certify freedom from conflicting interests that would impair service delivery.
