About this file
This document is an Attachment B to a Request for Applications (RFA) issued by the Oregon Department of Early Learning and Care (DELC) to select Regional Service Providers (RSPs) for the Infant and Early Childhood Mental Health Consultation (IECMHC) Regional Service Provider RFA. The RFA seeks organizations to participate in a planning period to determine which entity will become the RSP for the Blue Mountain, Frontier, South Central, and South Coast regions of Oregon. The RSPs will be responsible for providing IECMHC services as part of the Early Child Suspension and Expulsion Prevention Program. The document outlines the application process, including questions about the applicant organization, their community connections, coordinated system of support, and equity-centered and trauma-informed organizational policies and procedures. Applicants must commit to participating in the planning process, identifying an RSP, and meeting DELC's priorities for RSPs related to staffing, compensation, and organizational practices.
The RFA requires applicants to provide information about their organization, geographic service area, existing and planned partnerships with other early childhood system partners, and their approach to implementing IECMHC services in an equitable and trauma-informed manner. DELC will evaluate the applications to select the RSP for each region. The planning period is limited to a maximum of 12 months, after which the selected RSPs will proceed to the implementation phase of the program.

Section C: Coordinated System of Support A critical component of a system-level strategy to prevent suspension and expulsion is establishing a coordinated system of support. This consists of two primary elements:
1) DELC is establishing a Warmline: an online access point for ECE providers to submit a request for support. The request may be made with a specific child in mind or for help in implementing classroom or programmatic practices to promote inclusion. Regional Service Providers will be responsible for monitoring Warmline referrals and working with other system partners to determine the best person or the best role to respond. For example, in some cases, the best person to respond may be a Coach who has a pre-existing relationship with the ECE provider. In other cases, the best person to respond may be another Technical Assistance provider or the IECMH Consultant.
2) Establishing collaborative partnerships, or utilizing existing ones, among ECE system partners to provide behind-the-scenes coordination and alignment among Technical Assistance providers, IECMHC, EI/ECSE, or other partners. The goal is to ensure an ECE provider requesting support is connected to the right services for their need, and that services offered by more than one service provider are not contradictory.
